About this file

This is a Single Source Justification for a federal acquisition under the Simplified Acquisition Procedures for purchases exceeding the Micro-Purchase Threshold but not exceeding the Simplified Acquisition Threshold.

The Department of Veterans Affairs, VISN 23, Saint Cloud Medical Center (located at 4801 Veterans Drive, St. Cloud, Minnesota 56303) is justifying a single-source award to VCI Environmental for mold abatement services. The contractor will provide insurance, tools, equipment, materials, waste disposal, and trained labor to remediate an area above the ceilings outside the surgery room on the second floor of Building 1. The justification for single-source procurement cites an emergency situation involving the need to cancel patient surgeries, requiring immediate contractor availability. VCI Environmental was selected based on its prior satisfactory performance with the St. Cloud VA, possession of necessary technical skills, current SAM.gov registration, and immediate availability to commence work. Market research was conducted through Google searches for local vendors (yielding three results, none in SAM.gov) and SAM.gov and VetCert database searches under mold abatement services. The contracting officer, Curt LaRose, certified the justification as accurate and complete in accordance with FAR 13.106-1(b). The acquisition plan action ID is 36C263-29-AP-3972, with an acquisition ID of 36C263-26-AP-3972. The document is effective as of December 30, 2025 (Revision 02).
