2. Description of Action: This acquisition is conducted under the authority of the Multiple-
Award Schedule Program (41 U.S.C. 152(3) and 40 U.S.C. 501). The ScriptPro® SP200™ robotic, barcode compatible, HL-7 interfaced, cross talk order processing and dispensing system has been installed in the TVHS Nashville and Murfreesboro VAMC sites since 2004. These systems have recently been upgraded in FY21 adding medication formulary enhancements to strengthen multiple AB rated venders of a Veterans Health Information Systems and Technology Architecture (VISTA) generic synonym, multiple user directable (up to six for TVHS needs) filled and labeled vials’ pathways to distinguish between United States Postal Service (USPS) mail versus window versus United Parcel Service (UPS) Overnight, bulk vial hoppers, and integrated inventory management and reordering software are all available to enhance the safety and efficiency of outpatient prescription dispensing system. Independently, VISN-9 has reviewed the integrated inventory management and reordering software capabilities across venders and selected the ScriptPro® Inventory Management (SIM™) software package for VISN-9 support, with local site fiscal responsibility beginning 10/1/2021. Likewise, the ScriptPro® SP200™ is the nationally preferred Outpatient robotic dispensing system for disabled Veterans requiring LARGE LETTER prescription labeling and interfacing with the Script Talk™ audio prescription labeling system. Additionally, at TVHS the ScriptPro® SP200™ is integrated with the UPS Endicia™ barcode scanning address package labeling system to further enhance patient safety by minimizing human keystroke errors leading to miss-labeled and miss-sent medication packages. All systems need Vender remote support in compliance with VA security and firewall requirements. This contract is intended to provide for support and maintenance of these ScriptPro® systems for the duration of a base year plus 4 option years beginning 10/1/2021 and ending 9/30/2026.

(3) Description of Supplies or Services:
The estimated value of the proposed action is $ 634,523.40.
TVHS strives to meet the VA mission and goals of delivering the highest quality healthcare to our Veterans while being the health care of choice. We accomplish this through implementation of all patient safety requirements, recommendations, and redundancies. It is a multi-stage process with each subsequent check building upon the prior, and both human and machine processes are involved. We further strive to accomplish the Mission and goals of the VA while being good stewards of the taxpayers’ monies. Systems are implemented which can communicate natively across all platforms within the medication use process. The TVHS program of the ScriptPro® SP200™ robotic, barcode compatible, HL-7 interfaced, cross talk order processing and dispensing system minimizes patient exposure to medication dispensing errors while concurrently ensuring timely availability of necessary medication therapies for all patients. ISMP has recognized barcode distributive medication systems as a Best Practice.
Likewise, the ScriptPro® SP200™ robotic, barcode compatible, HL-7 interfaced, cross talk order processing and dispensing system supports VA patient safety initiatives of barcode medication distribution, Barcode medication accountability, and barcode mail addressing and barcode recall traceability. Todays medication supply chain is increasingly troubled by medication recalls and tracing a filled medication back to affected lots through the ScriptPro® SP200™ is essential for our Veterans’ safety. Full service and support of these systems is both proprietary to the equipment vender and essential to protecting the health of our Veterans.
(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays:
FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized:
ScriptPro manufactures, installs and supports your ScriptPro Equipment. The ScriptPro Equipment is proprietary and may only be purchased through ScriptPro or from its authorized
VHAPM Part 808.405-6 Limiting Sources Page 3 of 5 Original Date: 08/30/2017 Revision 03 Eff Date: 03/18/2021 distributor, Veterans Healthcare Supply Solutions. ScriptPro is the sole source service provider of the ScriptPro Customer Technical Support Plan. ScriptPro supports the product direct throughout the United States under the Customer Technical Support Plan. ScriptPro also sells the Customer Technical Support Plan through Veterans Healthcare Supply Solutions if purchased with new Equipment orders. For support renewals, Equipment moves and other additional services, please contact ScriptPro directly. As the OEM, ScriptPro is the only source for maintenance/updates, or modifications and upgrades to our system(s).
FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures
FAR 8.405-6(b): Items peculiar to one manufacturer:
A patent, copyright or proprietary data limits competition. The proprietary data is:
These are “direct replacements” parts/components for existing equipment.
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.
(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:
The required products and services required for this effort are available through a Federal Supply Schedule (FSS) contract No. 36F79719D0135, July 1, 2019 through June 30, 2024.
Using the FSS schedule pricing VA Network Contracting Offices (NCOs) and the government can anticipate pricing reflective of true market value, which is likely to be determined fair and reasonable.
(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Only one or a limited number of responsible source(s): (FAR 6.302-1) – TVHS Department of pharmacy continuously conducts market research on packaging and dispensing hardware and software including stock management solutions. Robotic, barcode compatible, HL-7 interfaced, cross talk order processing and dispensing systems are more mature than stock accountability solutions and are dominated by two venders, ScriptPro® and Omnicell. TVHS Pharmacy is in constant contact with both venders assessing improvements and innovation for a best fit at TVHS. TVHS Pharmacy has met with the competing vender, Omnicell, more than five times throughout 2017 and 2018 on their full line of products. We find from these meeting that
VHAPM Part 808.405-6 Limiting Sources Page 4 of 5 Original Date: 08/30/2017 Revision 03 Eff Date: 03/18/2021
Omnicell is similar on stock accountability software whereas VISN 9 has found the ScriptPro® SIM™ superior. VISN 9 determination of stock accountability superiority of this vender results in a VISN purchase for integration to the ScriptPro® SP200™ - the make and model for which this package provided for upgrade. Scheduled vendor contacts in 2020 and continuing in 2021 have been cancelled or delayed due to ongoing pandemic public gathering restrictions.
Unofficial contacts with vendors are ongoing without newer technology changes. There are no non-vender hardware and software support alternatives.
(7) Any Other Facts Supporting the Justification: Not Applicable
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
The Department of Veterans Affairs will continue to seek vendors capable of providing robotic, barcode compatible, HL-7 interfaced, cross talk order processing and dispensing systems in future procurements. However, at the present time, based on available market research, there are no other vendors capable of providing the required supplies and support other than ScriptPro®.

(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
