About this file

This is a Single Source Justification for Simplified Acquisition Procedures document for a sole source contract awarded to The University of Iowa's State Hygienic Laboratory for clinical and environmental laboratory testing services. The contract (36C26325P0253) was awarded on December 30, 2024, for $227,745.48 by the Department of Veterans Affairs Veterans Health Administration Network 23 Contracting Office for the Iowa City VA Health Care System.

The justification outlines that the State Hygienic Laboratory is uniquely qualified due to its ability to perform specialized infectious disease testing using specific algorithms familiar to VA physicians, handle labile specimens requiring testing within one hour, conduct state epidemiological testing, and provide environmental testing services. The laboratory serves as an official link to the CDC for advanced testing and is certified to perform both clinical and environmental testing while managing mandatory reporting to state and federal agencies. Market research confirmed no other local or regional laboratories could provide the required level of service, and an Intent to Sole Source notice posted on SAM from September 19-26, 2024, received no responses.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Sole Source service contract for testing services from the State Hygienic Laboratory at the University of Iowa. This is a new contract. Type of Contact: firm-fixed price Indefinite-Delivery (ID).

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This contract is for infectious disease testing performed using specific testing algorithms and meeting epidemiological requirements. These algorithms are familiar to and used by our physicians.

It also involves testing which is unavailable from other reference testing facilities, including contract facilities. This contract is also for testing on labile specimens where the required stability precludes shipping the specimens and testing which must be completed on a STAT basis or within an hour for stability reasons. This contract is also for testing appropriate for a state public health laboratory and state epidemiological testing. This contract is also for environmental testing required by our facility.

The contractor will notify the proper state and federal agencies of reportable disease and environmental conditions. This laboratory is certified to perform both clinical (infectious disease) and environmental testing along with notifying the proper state and federal agencies of reportable disease and environmental conditions. This laboratory is also an official link to the Center for Disease

Control and Prevention (CDC) for additional and advanced testing if required. We are fortunate that the State Hygienic Laboratory at the University of Iowa is willing to enter into a contract and provide this testing for us. Most other health care related entities in this area already use the State Hygienic Laboratory’s services.

4. Description of market research conducted and results or statement why it was not conducted:

Research was done using professional interaction and knowledge, internet search and peer review.

The State Hygienic Laboratory at the University of Iowa is a very good, fully accredited facility that is close enough to process and test specimens in a very short (1 hr) window of opportunity for optimal https://www.acquisition.gov/?q=/browse/far/13

specimen quality. No other local or regional laboratories can provide this level of service. An Intent to Sole Source (ISS) was posted on SAM 9/19/2024 – 9/26/2024. No responses were received.
