About this file
This document is a Justification for Single Source Awards IAW FAR 13.106-1 for a short-term, 6-month bridge contract for a fully integrated urinalysis system for VISN 23 of the Department of Veterans Affairs. The current contract with incumbent Beckman Coulter, Inc. expires on 09/30/2024, and a new contract to replace it is actively being solicited. This bridge contract will keep the incumbent's equipment running during the first 6 months of the new contract while the new contractor's equipment is installed, set-up, tested, and accepted. The estimated value of this 6-month bridge contract is undisclosed. Market research determined that no vendor other than Beckman Coulter, Inc. can continue the current testing with the existing system during this 6-month transition period. The bridge contract will be awarded to Beckman Coulter, Inc. and will cover the period of 10/01/2024 to 03/31/2025.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1
For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Last Updated: 02/01/22 Page 1 of 1
Acquisition Plan Action ID: 36C263-24-AP-4088
1. Contracting Activity: Department of Veterans Affairs, Network 23 Contracting Office, 1303 5th St.
Suite 300, Coralville, IA 52241.
Organizational Activity: Department of Veterans Affairs VISN 23, VA Midwest Healthcare Network, 2805 Dodd Road, Suite 250, Eagan, MN 55121
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Estimated Amount: $
Description: VISN 23-wide short-term, 6-month bridge contract for a fully integrated urinalysis system for single sample analysis of both urine macroscopic and uring microscopy on a “Cost-per- Patient-Reportable Result” basis currently installed and used in VISN 23.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Department of Veterans Affairs VISN 23 is currently in a contract with Beckman Coulter, Inc. for this same requirement which expires on 09/30/2024. A new contract to replace this expiring contract is actively being solicited and will be awarded by 10/01/24. Regardless of who the new contract holder is, it is expected that transition from the current equipment and system to the new equipment and system will take 6-months. This short term, 6-month bridge contract, the subject of this Justification, is to keep the incumbent contractor’s equipment running during the first 6-months of the new contract while the new contractor holder’s equipment is installed, set-up, tested and accepted. No vendor other than Beckman Coulter, Inc. can continue the current testing with the current testing system for this 6-month transition period.
4. Description of market research conducted and results or statement why it was not conducted:
Once the proprietary and sole source nature of this requirement was confirmed, research to locate other sources was stopped. An Intent to Sole Source was posted on SAM.gov from 7/28/24 to 08/02/24 and produced no inquiries or new sources. Market research from past procurements was reviewed and revealed other large businesses that provide similar systems, but none of them can assist the VA in maintaining the current system while the new system is being installed.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
