Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network 23 Contracting Office, 1303 5th St.

Suite 300, Coralville, IA 52241.

Organizational Activity: St. Cloud VA Health Care System, 4801 Veterans Drive, St.Cloud, MN 56303

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This requirement is for a service and maintenance contract that conforms to the Original Equipment Manufacturer’s (OEM) specifications for the Veritas Vision System and supporting peripheral equipment, a trademark system of Johnson & Johnson Vision (J&J Vision), also called AMO Sales and Service Inc.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Veritas Vision System is a proprietary system of the OEM, Johnson & Johnson Vision (AMO Sales and Service Inc.). The OEM does not authorize any third parties to provide service and maintenance to this equipment. By letter, the OEM has stated they are the sole authorized service provider of this system. The VA Acquisition Regulations (VAAR) require medical equipment to be serviced by distributors authorized by the OEM.

4. Description of market research conducted and results or statement why it was not conducted:

Verification from OEM that they have no distributors other than themselves, J&J Vision, who are authorized by them to perform service of the equipment.

An Intent to Sole Source on SAM.gov, 08/09/2023 – 08/15/2023 which produced one inquiry, but revealed no new or otherwise unknown authorized distributors.
