About this file
This is a Brand Name Only Justification for Restricting Competition document submitted by the Department of Veterans Affairs, Network Contracting Office 23, for the VA Iowa City Health Care System.
The acquisition seeks a Haag-Streit Eyesi Surgical Cataract Simulator, a high-fidelity virtual reality training system designed to train and assess ophthalmic surgeons in phacoemulsification and cataract surgery techniques. The requirement includes new equipment with all necessary software, hardware, and accessories, along with professional installation and clinical education and on-site training. The estimated amount is redacted, and the period of performance is 120 days from approval. The justification restricts competition to Haag-Streit only, arguing that the system's unique proprietary design, integrated components, specialized hardware, validated software, haptic-enabled instrumentation, curriculum-based training modules, and quantitative performance metrics are not available from other sources and are essential to meeting minimum training needs. Market research conducted included searches of the Small Business Administration (1,303 results for NAICS code 339113), GSA Advantage (zero results), and GSA eLibrary (zero results). A Sources Sought notice posted from April 13-23, 2026 received one response from Corps Medical Supply LLC, an authorized Service-Disabled Veteran Owned Small Business distributor. Inquiry revealed that component parts are manufactured in Germany and assembled on-site into a working simulator, with software updates installed and tested before turnover to the facility. Contracting Officer Dennis Salmonsen certified on April 23, 2026 that the justification is accurate and complete in accordance with FAR 12.102(a).

The Iowa City VA Health Care System (ICVAHCS) is requesting a training system that is a high-fidelity virtual reality simulator designed to train and assess ophthalmic surgeons in phacoemulsification and cataract surgery techniques under realistic, repeatable conditions. and which includes all the software, hardware, and any accessories required to be fully operational. This requirement is also requesting professional installation and clinical education and on-site training.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The VA Iowa City Healthcare System requires a Brand Name Only Haag-Streit Eyesi Surgical Cataract Simulator that is required due to its unique, proprietary capabilities that are essential to meeting the G minimum needs for ophthalmologic surgical training. This system is an integrated, high-fidelity simulation platform that combines specialized hardware, validated software, and haptic-enabled instrumentation to replicate real world cataract surgery with the level of realism necessary for resident training and skills assessment.

Key distinguishing characteristics include realistic microsurgical simulation with tactical feedback, curriculum-based training modules aligned with ophthalmology, residency programs, quantitative performance metrics for objective assessment, and proven track record in ophthalmic surgical education. These features are designed as a single, proprietary system and are not available as separate or interchangeable components from other sources.
Due to the proprietary design, integration of system components, and the requirement for validated, high-fidelity surgical simulation to support training and evaluation, no other supplies or services will satisfy the government s minimum needs. Accordingly, only Haag-Streit Eyesi Surgical Cataract Simulator can meet the requirement.
