About this file
This document is a Single Source Justification form for a sole source procurement by the Department of Veterans Affairs. The procurement involves moving a GE Medical Optima 640 MX678610 SPEC CT nuclear medicine gamma camera within the Omaha VA Medical Center, specifically de-installing the unit from room 2030-1 and relocating it to room 1944-25. The estimated cost is $103,500.00, and the justification is based on the unit being under an existing full-service maintenance contract with GE Medical, with proprietary FDA-approved software and components that would be voided if another vendor were used.
The justification notes limited market research due to the equipment's proprietary nature, with only a few potential third-party movers like Brown's Medical identified. However, these alternative vendors lack backend support and cannot ensure full compliance with manufacturer specifications. The procurement is being conducted under FAR 13.106-1 for simplified acquisition procedures, with the contract ultimately awarded to GE Precision Healthcare LLC on 2025-06-02, matching the estimated cost of $103,500.00 for the specialized medical equipment relocation and floor leveling service.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C263-25-AP-1487
1. Contracting Activity: Department of Veterans Affairs; RPO-C; Iowa City VA Health Care System, VISN-23 Contracting Office, Coralville, IA
Organizational Activity: Department of Veterans Affairs; RPO-C; NWI Omaha VA Health Care System, Omaha VA Medical Center
2237: 636-25-2-2301-0218
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Sole source procurement of a service to furnish all labor, parts, transportation, and materials to de-install the Optima 640 MX678610 SPEC CT 402451D640 SN: 640V25366 from room 2030-1 and move unit to new location in room 1944-25 within same facility at the Omaha VA Medical Center.
The contractor will level floor of the new room to comply with GE Medical’s specifications for the unit being moved. Estimated cost: $103,500.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This unit is currently under full-service maintenance contract with GE Medical. Contract# 36C26321N0349_VA797H-17-D-0024_PO 499-C20033 due to its FDA approved proprietary software and components. Using any other vendor would void the service contract as GE would not be able to guarantee the unit was in full compliance with standards.
4. Description of market research conducted and results or statement why it was not conducted:
Due to the proprietary nature of this equipment and software, limited research was conducted.
There are a few sources like Brown’s Medical who move/deinstall equipment for resale, but this unit needs to be reinstalled and made fully compliant with manufacturer’s specifications for use on Veterans for their healthcare and these 3d party companies do not have access to backend support if something would go wrong. In addition, this requirement was previously awarded on contract 36C26323P0850 but had to be cancelled due to a delay in construction.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. .
