2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The
Butler VA Fire & Emergency Services Department is requesting to purchase thirteen (13) sets of the Innotex Energy Structural Firefighting Gear (Jacket and Pants), as an open market Brand Name open market procurement.
This is required personal protective equipment set forth by the National Fire Protection Association (NFPA) to be used for day-to-day operations responding to, but not limited to: Structure Fires, Motor Vehicles Accidents, Hazardous Materials Responses, Technical Rescue, and Service calls.
The estimated value of the procurement action is: $54,951.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Brand Name Innotex gear provides:
Shoulders and back area of the structural gear have padded areas that allow air flow in compressed areas where the Self-Contained Breathing Apparatus (SCBA) shoulder straps and back plate would rest and compress against the wearer. This allows a barrier of protection and reduces the amount of heat exposed to the wearer, thus reducing the exhaustion rate.
The Brand Name Innotex gear also contains:
A particulate blocking layer for the sleeve well, abdomen, and lower waist area. This reduces a large portion of harmful and toxic carcinogens from accessing vulnerable areas of the body where they can be easily absorbed into the body and blood stream. Reducing one of the major silent killers to firefighters.

4. Description of market research conducted and results or statement why it was not conducted:
A Steering Committee was comprised of 4 members to compile Market Research. Capt. Jeremy Simcheck, Chair; Lt. Zachary Wojcik, Technical Advisor & COR; FF. Anthony Palestro, SME; FF. William Boyle, SME.
Two (2) Vendors responded to inquiry and provided a demo:
• Innotex, vendor: All-American
• Globe: Rivers Fire Equipment.
Gear Demonstrations were requested.
All-American Fire Equipment performed a demonstration on Brand name, Innotex Gear:
demonstrations were provided to fire department staff shift on March 23rd and March 24th, 2023.
In conclusion, all 13 firefighters at VA Butler Healthcare were polled for feedback.
Overall, the fire department staff concluded that the Name Brand Innotex fire gear provided most protection and technology advancements for our firefighters which included the padded areas in the shoulders and back with the patented airflow technology in vulnerable areas of heat and compressed materials, mobility, and dexterity of the gear.
Furthermore, the department recognized the manufacturer’s improvement of the reduction of forever chemicals like PFOA and PFAS. The Brand Name Innotex also adds layers of particulate blocking material reducing the exposure of firefighters to toxic chemicals and carcinogens in both the upper and lower body. Another added benefit to the department is that Innotex has historically provided a fast turn around time for purchases and repairs this is based on testimonials and SMEs knowledge. The vendor also maintains a specification sheet on file so in the event of new hires or replacement gear. It will be a standardized look and selection of material, which will provide a faster purchase time in the future, reducing the amount of out of service time or future hires waiting for their gear to be able to perform firefighting activities.
Informal quote and gear specifications sheet were requested as part of the market research from both companies. Our Recommended Source List provides details on both vendors, which are Small Business vendors and offer Innotech as an open market purchase.
