About this file
This document is a Justification for Single Source Awards for the Department of Veterans Affairs (VA), specifically for the Wilkes-Barre VA Medical Center (WBVAMC). The urgent requirement is for leasing one Interim Mobile Positron Emission Tomography (PET)/Computed Tomography (CT) Scanner System for two months, with an optional one-month extension, from June 1, 2025, to August 31, 2025. The procurement stems from a previous failed contract where two non-functional scanners were provided, resulting in a Termination for Convenience and leaving the medical center without PET/CT services since January 2025.
The document details the critical need for a high-quality mobile PET/CT scanner to provide timely patient care and diagnosis. Market research conducted in VetCert, SBA, NAC, and GSA databases identified four potential vendors, but time constraints limited the ability to ensure delivery and setup by the required date. The justification emphasizes the urgent and compelling nature of the requirement, highlighting that the lack of a dedicated PET/CT system makes the medical center vulnerable to providing sub-standard care and diagnostic support. The contract will include full service and preventive maintenance coverage, with three days of on-site applications training.
