About this file
This is a Sole Source Justification document for a simplified acquisition under FAR 13.5 for temporary professional staffing services. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 22, Network Contracting Office (NCO) 22, acting on behalf of Long Beach Veterans Affairs Healthcare System (LBVAHCS), seeks to procure Engineering and Program Analyst temporary professional staffing services for a six-month emergency bridge contract (Acquisition ID: 36C262-26-AP-8536, Purchase Request: 600-26-4-5091-0114). The services will support ongoing construction projects and provide indirect support to the Homeless Veteran Program. The justification cites "Unusual and Compelling Urgency" as the statutory authority for restricting competition under 41 U.S.C. § 1901, as implemented by RFO 12.
The selected contractor is SJS Executives LLC, an SDVOSB vendor with demonstrated capacity to immediately provide the required services and expedited contract start capability. Market research identified a Multi-Award Schedule (36C10X24D0003) established by the Strategic Acquisitions Center through the Integrated Contract Staffing Procurement program, though no emergency mechanism exists within that vehicle. SAM.GOV research identified 64,035 contracts for NAICS 561320 and at least 18 actions for temporary professional staffing. The Contracting Officer determined the vendor's quote to be fair and reasonable based on Independent Government Cost Estimate and previous award costs. A subsequent five-year competed procurement through the Strategic Acquisition Center's Integrated Critical Staffing Program will be solicited following award of this emergency bridge contract. The justification was certified by Contracting Officer Norman Napper-Rogers and approved by Branch Chief David Chakka on August 12, 2026, with the document effective date of December 30, 2025.

( ) International Agreement
( ) Authorized or Required by Statute

Requires the Use of the Authority Cited Above (applicability of authority): SJS Executives LLC has the capacity and capability to immediately provide Engineering and Program Analyst Services.
They are currently engaged in similar contracts throughout the VA and have agreed to an expedited contract start to mitigate.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Due to the urgent and compelling nature of this requirement, a solicitation would have adverse implications for ongoing critical construction projects and indirect support to the
Homeless Initiative for GLAHCS. There will be a Solicitation for a new five-year contract through the Strategic Acquisition Center’s Integrated Critical Staffing Program that will transpire shortly after the sole source emergency bridge contract is awarded.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
