About this file

This is a Single Source Justification for Brand Name Only procurement submitted by the Department of Veterans Affairs, Network Contracting Office 23 (NCO 23) in Sioux Falls, South Dakota. The VA Central Iowa Health Care System in Des Moines requires a Steris Corporation AMSCO 7052HP washer/disinfector conveyor system specifically designed for cleaning reusable da Vinci robotic surgical instruments. The total anticipated procurement value is $63,537.40, which exceeds the micro-purchase threshold but does not exceed the simplified acquisition threshold. The procurement includes two Standard SCS Double Load/Single Unload conveyor units with self-docking capability ($52,373.64), installation of three modules ($4,923.44), and first-year preventive care and connectivity services ($6,240.32). The AMSCO 7052HP is the first washer/disinfector designed specifically for da Vinci instruments and provides automated cleaning and thermal disinfection compliant with ANSI/AAMI ST 15883-2 and ISO 15883-2 standards.

The justification for brand name only procurement cites compatibility requirements with previously purchased Steris Corporation medical equipment already in use at the Des Moines facility. Market research was conducted through an SBA database query using NAICS code 339113, which identified two potential VOSB/SDVOSB vendors. A sources sought notice was issued on May 7, 2026, with a response deadline of May 18, 2026, resulting in two responsive SDVOSBs (one via Federal Supply Schedule, one not on FSS) and one responsive small business on FSS. A quote was obtained from Steris Corporation by the mission partner. The Contracting Officer, Scott Morrison, certified approval in accordance with FAR 12.102 on August 21, 2026. The acquisition plan action ID is 36C263-26-AP-2250, with an effective date of December 30, 2025.
