About this file
This is a Single Source Justification document for a brand name only procurement submitted by the Department of Veterans Affairs Network Contracting Office 23 (NCO 23) in Sioux Falls, South Dakota. The VA Central Iowa Health Care System in Des Moines, Iowa is procuring an AMSCO Rack Return System manufactured by Steris Corporation for use in sterile processing departments. The total anticipated procurement value is $37,864.78 and falls between the micro-purchase threshold and the simplified acquisition threshold, qualifying for simplified acquisition procedures.
The procurement includes specialized stainless steel manifold racks, loading carts, and return units with associated components: one AMSCO Rack Return ($11,799.99), lower and upper cabinets ($789.99 and $524.99 respectively), a recess mounting kit ($3,124.99), an audio communication system ($2,799.99), installation services ($11,405.91), de-installation of the existing Steris system ($6,843.54), and one year of preventive care ($575.38). The justification for brand name only procurement is based on compatibility requirements with previously purchased Steris equipment currently in use. The AMSCO system's interlocking two-door design, automatic door operation, and electronic interfaces are specifically designed to prevent cross-contamination and maintain operational workflow in the sterile processing environment. Market research was conducted through an SBA database query using NAICS code 339113, resulting in issuance of a sources sought on May 7, 2026 with a response deadline of May 15, 2026, which yielded two responsive SDVOSB firms, one non-responsive SDVOSB, and one responsive small business. A quote was obtained from Steris Corporation by the mission partner. The Contracting Officer Scott Morrison approved and certified the justification on July 28, 2026, with an acquisition plan action ID of 36C263-26-AP-2248.

3. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The VA Central Iowa Health Care System, 3600 30th Street, Des Moines, IA 50310-1318 requires a brand name only AMSCO Rack Return System for use in a medical environment. This requirement includes installation of a new rack system preceded by the removal of an existing Steris Rack Return System and one year of preventative care. An AMSCO rack system refers to specialized stainless steel manifold racks, loading carts, or return units manufactured in the USA by Steris Corporation for medical washer-disinfectors and steam sterilizers. These systems hold surgical trays, robotic instruments, and utensils to ensure proper water spray, steam penetration, and safe transport in sterile processing departments within a medical facility. Total anticipated procurement value: $37,864.78

4. Unique characteristics that limit availability to Brand Name Only, with the reason no other supplies or services can be used:
A hospital rack return system is a pass-through transfer module used in sterile processing departments to move surgical instrument manifold racks and washer accessories safely between clean and soiled rooms. This procurement is limited to brand name only due to compatibility requirements between the new rack system and the previously purchased Steris Corporation brand items currently in use at the Des Moines, IA VAHCS.
The Steris brand of AMSCO Rack Return system helps transfer manifold racks and washer accessories. The interlocking, two door design allows only a single door to be open at one time helping maintain positive airflow and preventing cross contamination between the two sides of the Sterile Processing Department. When a transfer cart on the clean side interfaces with the washer rack return, the chamber door is automatically opened, and the empty rack is moved into the chamber. The rack is then moved from the rack return to the transfer cart on the soiled side for hands-free operation. The AMSCO Rack Return is compatible with accessories processed in STERIS Single-Chamber Washer/Disinfectors. Different brand rack systems will result in multiple procedural risks that threaten patient lives. New rack configurations or non-linear pass-through setups force staff to alter how they load, transfer, and retrieve sterile trays, breaking established routines. Unfamiliar locking mechanisms, electronic interfaces, or slower cycle times on pass-through cabinets cause surgical and clinical delays while staff wait for equipment release. Inefficient spacing around the clean and dirty sides of the pass-through leads to inventory pileups and crowded staging areas that create a non-sterile condition. The AMSCO Rack Return system, with its advanced features is intended to meet increased needs and continue to meet operational workflow by maintaining existing processes and avoiding operational process changes involving different brands that do not operationally communicate with Steris appliances (procedural safety and process completion communication among Steris Equipment items) in a medical environment. Lastly, no other rack system with similar salient characteristics for use in a hospital environment could be located in the open marketplace. Though accessories for use in the Steris brand rack system manufactured by at least one other company could be located, no other brand of rack system could be located.
5. Description of market research conducted and results or statement why it was not conducted:
A query of the SBA database with NAICS code 339113 identified two VOSB/SDVOSB’s. A sources sought was issued 05/07/2026 with a response deadline of 05/15/2026 with 2 responsive SDVOSB’s, 1 non-responsive SDVOSB, and 1 responsive small business. A quote was obtained from Steris Corporation by the mission partner located at the Des Moines, IA VAHCS.
6. Contracting Officer's Certification: Purchase is approved in accordance with FAR
12.102. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
