Last Updated: 02/01/22 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C242-23-AP-0367
1. Contracting Activity: Department of Veterans Affairs, VISN 2, Syracuse VA Medical Center located at 800 Irving Ave, Syracuse, NY 13210.
2237#: 528-23-3-7085-0146
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is for the supply and installation of equipment necessary for telemetry and patient monitoring in the SCI ward of the Syracuse VA Medical Center. The Syracuse VA Medical Center has a clinical requirement to monitor certain patient vital signs in Spinal Cord Injury. This entails having Telemetry equipment installed by the contractor. The services include providing the equipment necessary, assistance with installation and configuration of the system, and clinical applications training.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Syracuse VA Medical Center already have telemetry monitoring system from Spacelab Healthcare in their 7B Telemetry ward, ED, Cardiac Rehab, and ICU for patient monitoring, which were purchased in 2016, and this request is to add transmitter for their current telemetry monitoring system in their SCI ward to support continuous and higher telemetry monitoring capability in the Syracuse VA Medical Center. Additionally, the use of a different telemetry monitoring brand will result in duplicative systems and resources required to do is not in the best interest of the government.
4. Description of market research conducted and results or statement why it was not conducted:
Performed two searches in Vetbiz (VIP) utilizing NAICS Code 339112 and keyword “Telemetry” yielded one potential SDVOSB/VOSB vendors, while a search using NAICS 334510, and keyword “telemetry” yielded zero potential SDVOSB/VOSB sources.
Performed two searches in Dynamic Small Business Search utilizing NAICS Code 339112 and keywords “Telemetry” yielded one potential small business source while a search using NAICS 334510, and keyword “telemetry” yielded two potential small business sources.
A search of FPDS site to search for purchases completed by the Department of Veterans Affairs recently using the keyword "Telemetry” revealed that there about 1822 transactions completed by the agency from various sources with varying business size that includes four SDVOSB/VOSB vendors.
A search on GSA Advantage using keyword “AriaTele Telemetry Transmitter” yielded zero potential source.

A search on VA NAC site using keyword “AriaTele Telemetry Transmitter” yielded zero potential source.
This is a brand name only request from the Syracuse VAMC Spinal Cord Injury Ward to integrate with their existing telemetry monitoring system. While preliminary market research indicates that the products are solely available from SPACELABS HEALTHCARE, L.L.C., the OEM, an intent to sole source notice 36C24223Q0640 was issued on SAM.gov Contract Opportunities from 05/01/2023 – 05/08/2023 and received responses from two SDVOSB vendors. After verification of the information that they provided, it was determined that both SDVOSB respondents are capable of providing the items at a fair and reasonable price and are verified SDVOSB entities per search in SBA VetCert site using their Unique Entity Identifier (UEI) number.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
