Scanner R+ healthcare can read a 2D Data Matrix in < 0.5 seconds per instrument, irrelevant of instrument contrast, instrument material or position of the code. A good geometrical Data Matrix, R+ will read it. With a more powerful camera and LED lighting technology, the R+ MAX can read 2D Matrix as small as .010 X.010mm (4mils).

Laser Etching - up to 8000 instruments at 800 instruments per day minimum - UDI ApplicationSurgical instruments will be marked with a unique device identifier on most instruments including stainless steel, anodized aluminum, titanium, and plastics • Data entry/Editing – Existing instruments already marked will be reviewed for accurate description and unnecessary duplicates will be eliminated.

Any marks not being picked up and read by scanners will be removed and reapplied using our approved Class I laser.

Count sheet revisions - as directed by and agreed to by VA Leadership, we will edit and make necessary count sheet changes to help eliminate tray-picking errors. 1 EA

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Currently the VA Northern California Health Care System utilizes the NuTrace R+ 2D scanners for scanning surgical instrumentation when assembling surgical trays. The required scanners will supplement and expand existing inventory in order to keep up with the expansion of the Operating Rooms and increase of workstations within Sterile processing Services. The NuTrace branded scanner is required to ensure compatibility and continuity with existing equipment in place. Alternatively branded scanners that are able to provide the same capability and compatibility have not been identified. If an alternative brand of scanner is procured, it would require a new inventory of scanners and equipment to also be procured to ensure continuity which would create significant additional costs to the government. Further, it would require additional training costs for personnel to learn how to operate an alternatively branded scanner and system.

A sources sought was reviewed that was published on SAM.gov on April 14th, 2026, with an April 21st, 2026 response date for a similar requirement. The sources sought requested contractors identify if they can provide an equal product, have any available GSA/Federal Supply Schedules or other contract vehicles, if they are authorized distributors, the place of manufacture for equal supplies offered, and their small business status. Two Service Disabled Veteran Owned Small Businesses replied to the sources sought but no responses provided information regarding equal products that could potentially meet the existing requirement.

Further, a search utilizing the SBA Small Business Search, the Supply Chain Master Catalogue (SCMC), the System for Award Management (SAM), GSA Advantage, and Federal Procurement Data System(FPDS) did not yield equal products or available contract vehicles.
