Justification for Single Source Awards IAW FAR 13.106‐1 For
Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Agency 09 located at
1639 Medical Center Parkway Suite 204, Murfreesboro, TN 37129 in support of VISN 09, Lexington VA Medical Center Troy Bowling Campus located at 1101 Veterans Drive, Lexington, TN 40502

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Lexington VAMC Troy Bowling Campus has a requirement for the supply of a ManoScan ESO Z Catheter. Estimated total amount is $25,464.66.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Lexington VA Medical Center Bowling Campus has a requirement for a new ManoScan ESO Z Catheter. The current catheter is at the end of life. The ManoScan System will remain in use and is the choice system at the Medical Center. The new catheter will need to be compatible with the ManoScan System. This is a brand name purchase of the ManoScan ESO Z Catheter as it is compatible with the previously purchased and installed software and hardware system located at the Lexington VAMC.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was completed and it was found that three SDVOSBs were identified. This allows for the VA Rule of Two to be met. This will be set aside for a SDVOSB/VOSB requirement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
