VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source

Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Brand Name Justification IAW FAR 13.106-1

For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C259-22-AP-1472

Tracking # __2022-09-20T08:19:37____

1. Contracting Activity:

Organizational Activity:

Department of Veterans Affairs

Department of Veterans Affairs Network Contracting Office 19 (NCO19)

Montana VA Healthcare System 6162 South Willow Drive, Suite 300

3687 Veterans Drive Greenwood Village, CO 80111

Fort Harrison, MT 59636 2237 #: 436-22-3-5029-0066

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Fort Harrison VA Medical Center (VAMC) requires the procurement of two (2) Polaris Ranger XP 10000 NorthStar Edition Premium Utility Vehicles. The Utility Vehicles are used for hauling, towing, snow removal and plowing, and irrigation management accross the medical center grounds. This vehicle will be replacing the current, outdated rangers that are in use at the facility and beyond affordable repair.

Estimated total value of this requirement is $xxxxxxxxxxx.

3. Unique characteristics that limit availability to only one manufacturer, with the reason no other manufacturer can be used:

The Fort Harrison VAMC currently owns existing attachments for the Polaris Rangers and the newly procured vehicle must be compatible with the VAMC’s currently owned attachiment as it would be most efficient for all vehicles and attachments to be interchangeable. All current attachments used for snow plowing and Irrigation management are specific to this manufacturer (Polaris large frame Ranger). It would require the refit of these attachments at a cost of $3,000.00 each to purchase and have installed the mounts for the Boss plow systems and re-purchase of the tool frames used in the summer for irrigation and lawn management. These tool frames cost between $600.00 to $1000.00 per tool frame. It is in the best fiscal interest to stay with Polaris as the Manufacturer.

4. Description of market research conducted and results or statement why it was not conducted:

Polaris inc, the large business, is the sole manufacturer of the Ranger Utility Vehicle. In an email dated 09/16/2022 from Mike Conrad, Manager, Programs and Contracts at Polaris it was confirmed that there are two SDVOSB authorized distributors for this product. They are Federal Contracts Corp and MacGyver Solutions, Inc. As noted above, the Polaris Ranger is requested because other brands will not meet all the needs at the VA Medical Center. Market research showed that there are two (2) SDVOSBs, and one (1) large business capable of providing the products to the Government.

5. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
