About this file
This document contains a justification for a single source award under simplified acquisition procedures for a federal contract opportunity. The Department of Veterans Affairs Network Contracting Office 4 is seeking to procure three Hepacart Anteroom Mobile Isolation Modules and accessories from a single brand, totaling an estimated $25,467.12, to be used at the Erie VA Medical Center for construction-related containment. The justification cites the highly specialized design of the Hepacart Anteroom 48 system for creating controlled isolation environments in healthcare settings. Its unique features like hard wall construction, ability to install in under five minutes and relocate as needed, compatibility with multiple door sizes through accessories, and advanced air filtration meeting Class IV infection standards limit availability to only the single brand. Market research conducted through a sources sought notice on SAM.gov confirmed no other equipment could meet requirements as defined in the statement of need, though two vendors could supply the Hepacart system.

The Hepacart Anteroom 48 Patient Access system is highly specialized medical equipment designed for creating a controlled isolation environment in healthcare settings. It’s unique characteristics and features contribute to its limited availability from a single brand. The Hepacart Anteroom 48 is made of hard wall construction, can be installed in less than five
(5) minutes, and can be relocated as required. Further, it features the ability to be fit to multiple door sizes with the use of extender or reducer accessories.
The Hepacart Anteroom 48 Patient Access system is built with advanced air filtration systems which provides a high level of air quality by capturing and eliminating airborne particles to include viruses, bacteria, and other contaminants. The Hepacart Anteroom 48 Patient Access system meets requirements for Class IV Infection Control measures. Due to the specialized requirements needed for strict quality control there is only one brand capable of manufacturing and supplying this unique medical equipment leaving no room for an alternative to be used.
4. Description of market research conducted and results or statement why it was not conducted:
In conducting Market Research, the Government posted a Sources Sought Notice on SAM.gov on May 2, 2023, for a Brand Name or Equal requirement for Hepacart Anteroom Mobile Isolation Modules for Containment & Emergency Preparedness and accessories.
The Government was open to other brands/types of equipment if it could be demonstrated that the equipment could meet the Statement of Need specifications. The Source Sought Notice was posted to determine what sources may be able to provide the equipment and if there was any other equipment available that could meet the Government’s requirements.
Two vendors submitted responses, and both indicated that they could provide the required Hepacart Anteroom equipment. No responses were received stating that another brand of equipment could meet the Government’s requirements as defined by the Statement of Need.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
