About this file
This is a Brand Name Justification for a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside award issued by the Department of Veterans Affairs, VISN 22, VA Tucson Healthcare System.
The Gynecology Department at VA Tucson Healthcare System requires Hologic Omni Hysteroscopy Standard Trays and Instrument Sets for clinical procedures. The justification documents that these items are proprietary products manufactured exclusively by Hologic, Inc. and are specifically designed for compatibility with the OMNI Hysteroscopy systems currently owned and operated at the facility. The contracting officer determined that no alternative or non-OEM products can be substituted without risking equipment compatibility issues, voiding manufacturer warranties, creating patient safety risks, and disrupting established clinical workflows and staff competency.
Market research was conducted through the Federal Procurement Data System (FPDS), Dynamic Small Business Search (DSBS), and an Authorized Letter of Distribution from Hologic Inc. Two SDVOSB authorized distributors of Hologic products were identified through direct inquiry to the manufacturer and confirmed via DSBS search on the SBA website. The procurement is structured as a competitive set-aside with both identified vendors expected to submit offers at fair market prices. The purchase is approved under FAR 13.106-1, FAR 19.1405, and VAAR 819.7006 for amounts over the micro-purchase threshold but under the Simplified Acquisition Threshold (SAT). Contracting Officer Jonathan Ford certified the justification on July 7, 2026.
