The Salt Lake City Veterans Health Care System needs to purchase 2 Topcon KR-800PA Refractometers to replace the ones we have that are at end of life and can no longer be serviced. It is an enhanced auto kerato-refractometer that provides quick and accurate corneal measurements and color mapping. It features auto alignment for ease of operation and simultaneous capture of refractive, keratometric and corneal mapping data to optimize efficiency.

3. Unique characteristics that limit availability to only one manufacturer, with the reason no other manufacturer can be used:
Topcon Medical Systems Inc is the sole manufacturer of the KR-800 PA Refractometer. In an email dated 02/01/2023 from Michael Schuler, Clinical Sales Manager for Topcon Medical Systems Inc, it was confirmed that only this refractometer is compatible with the current equipment at the VAMC. If another refractometer, that is not compatible with the current equipment, were to be purchased then additional expenses would be incurred due to the fact that an entire new system would need to be purchased and the current system would need to be replaced. The estimated cost to replace the entire system would be $85,000.00. Additionally, if another system were to be purchased it would cause a significant delay in patient care as the clinical staff have already been trained on this equipment and if a new item were to be purchased then additional training would be needed.
4. Description of market research conducted and results or statement why it was not conducted:
Topcon Medical Systems Inc was contacted and informed the government that no other vendor’s refractometers would work with the current system. They also stated that they have two (2) SDVOSB vendors (Melling Medical and Bravo Inc). However, when asked the four prong questions to determine their socioeconomic status Melling Medical answered yes to the first three of the four questions, which would make them a small business. Bravo Inc did not respond. An FPDS search showed the exact item was purchased from Bravo Inc, an SDVOSB, with the most recent purchase on 6/23/21, in the amount of $13,942.00 (for one refractometer) under contract number 36C25621P1121. GSA was also searched and Optics Incorporated, a small business, was found able to supply this item.
