About this file
This document is a justification for a single source brand name only award for two Denali 600 Power-Driven Patient Lifts and accessories for the Lebanon VA Medical Center. The justification cites that the lifts are needed to assist in safely transferring veterans with impaired mobility to and from vehicles as well as recovering veterans from falls on the floor. Only the Denali 600 lift meets the requirements of lifting patients up to 600 pounds, power-driven assistance, vehicle extraction and return, and floor recovery. Market research found that only the original equipment manufacturer, Wy'East Medical Corporation, is available as a GSA supplier for this equipment. The contracting office at the Department of Veterans Affairs VISN 04 Network approved this single source justification according to FAR 13.106-1(b). The related solicitation is for the Denali 600 lifts and was issued by VA VISN 04 for the Lebanon VAMC.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-23-AP-3423
1. Contracting Activity: Department of Veterans Affairs, VISN 04, Network Contracting Office 4, Commodities 1, located at 1601 Kirkwood Hwy, Wilmington, DE 19805, in support of VISN 4, Lebanon VA Medical Center, 1700 South Lincoln Avenue, Lebanon, PA 17042. Purchase Request #:
595-23-2-480-0119
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Lebanon VA Medical Center (LVAMC) is requesting a brand-name only purchase of (2) Denali 600 Power-Driven Patient Lifts with accessories and on-site training. The lifts will be used to assist in vehicle transfers, including extractions, and floor recovery of Veterans with impaired mobility. This will eliminate the use of manual lifting of Veterans requiring assistance with transfer/positioning.
Doing so will reduce the risk of injury to both Veteran and staff. Additionally, the requirement for 3” casters is intended to give greater flexibility for easy transition onto roadway and potential obstructions.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Patient lifts are a crucial requirement to allow hospital staff to safely assist with vehicle transfers and floor recovery of Veteran patients with impaired mobility. Without this equipment, lifting would be done manually, putting both Veteran and staff at risk of injury.
The current patient lifts at LVAMC have surpassed their useful lives. The existing MultiLift 550 needs repair and parts have been discontinued. Even if repair was possible, the lift does not facilitate floor recovery or return to vehicle. Although it is capable of vehicle extraction, it is difficult using current slings. Market research, as conducted in section 4 of this justification, has indicated that there is only one brand that can meet the Government’s requirements for patient lifts. The Denali 600 Power-Driven Patient Lift can meet all LVAMC’s needs, including lifting patients up to 600 pounds, Last Updated: 02/01/22 Page 2 of 2 power-driven assist, vehicle extraction, return to vehicle, and floor recovery. The lift features a height-adjustable mast, which can accommodate any size vehicle. The sling bar strap is also height-adjustable and can operate either together with the lift mast or independently. Independent operation of the mast and sling bar strap facilitates improved vehicle transfer operations. The Denali 600 is also capable of floor recovery. The legs on the base of the lift are adjustable and can accommodate tight spaces. Additionally, the lift is power-driven and has easy-to-learn controls.
Included in this brand name only purchase are two (2) Denali SPL Slings. While the Denali 600 Power-Driven Patient Lift is compatible with any loop-based sling, the Denali SPL Sling option has several advantages. This sling is made of friction-reducing material, is washable and wipeable, and is one size fit most. Both the lift and sling have a 600-pound weight capacity, which would allow safe transfer options for patients of size.
Utilizing a different brand other than Denali 600 Power-Driven Patient Lift would result in a loss of functionality and efficiency. A substitute lift would not be able to perform the critical functions the LVAMC requires: lifting patients up to 600 pounds, power-driven assist, vehicle extraction, vehicle return, and floor recovery. Instead, hospital staff would be required to engage in manual lifting, increasing the risk of injury to both Veteran and staff. Efficiency would decrease because transferring or repositioning patients manually would require additional time.
4. Description of market research conducted and results or statement why it was not conducted:
The Contract Specialist conducted market research by researching prior contracts, collecting specifications and brochures, reviewing informal quotes, and verifying SAM registrations. The Contract Specialist also conducted a VIP search, an FPDS search, and a GSA search. This equipment is available on a GSA schedule, but only from 1 Small Business vendor, the Original Equipment Manufacturer (OEM), Wy’East Medical Corporation. A Sources Sought Notice for brand name or equal to the Denali 600 Power-Driven Patient Lift was posted on SAM.gov and 2 SDVOSB vendors responded, stating they can provide the Denali 600 Power-Driven Patient Lift. The Government did not receive any responses from vendors that would indicate that another brand of equipment could meet the Government’s requirements, particularly the ability to lift patients up to 600 pounds and the power-driven assist feature.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
