About this file

This document is a Justification for Single Source Award under Simplified Acquisition Procedures (SAP) for the procurement of GE Carescape B450 Patient Monitors for the Salem VA Medical Center. The Salem VA has a requirement for lightweight bedside patient monitors that can record and transmit diagnostic data during patient transport within the facility. The Carescape B450 monitors are compatible with the existing Carescape Bedside Monitoring System already in use at the facility, ensuring seamless integration and avoiding costly implementation of a new system. A sources sought was conducted, and the Contracting Officer determined that the most advantageous acquisition strategy is to solicit this as a brand name only, Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The estimated value of the proposed action is $45,510.45.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-24-AP-5151

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 06, located at the

Hampton VA Medical Center at 100 Emancipation Drive Hampton, VA 23667, in support of Salem VA Medical Center at 1970 Roanoke BLVD Salem, VA 24153.

PR: 658-24-3-537-0941

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Salem VA Medical Center has a new brand name only requirement for GE Carescape B450 Patient Monitors which are lightweight bedside monitors that have the capability of recording/reading patient diagnostic data during transport in a medical facility. The primary use for these units will be monitoring vital signs and conducting EKG’s during transport from department to department within the hospital. These units will be replacing units that are nearing end of life and to ensure compability with the system currently in place at the facility (GE Carescape Bedside Monitoring System B650) they should be replaced by the Carescape B450 monitors.

The Estimated Value of the Proposed Action is $45,510.45.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The GE Carescape B450 monitor is a proprietary product of GE Medical Systems Information Technologies, Inc. is compatible with the Carescape Bedside Monitoring System, currently being used at the facility. Purchasing the B450 Monitor will ensure the seamless replacement of the aging end of life monitors with no interruption in patient care. It would not be economically feasible to change to another manufacturers product due to the additional cost that would incure in the implementation of a new bedside monitoring system.

4. Description of market research conducted and results or statement why it was not conducted:

A Sources Sought was posted to Contract Opportunities on 8/6/2024 and closed on 8/9/2024 resulting in two responses (2 SDVOSB’s). An NMR waiver was also found to be on file with the SBA for this class of products. These monitors will be used as end-of-life replacements for the current GE Carescape B650’s in place which are compatible with the B40’s. With all of the requested items not being available via the NAC contract (36F79721D0154) and being able to meet the Rule of Two the Contracting Officer believes that the most advantageous acquisition strategy for the Government is to solicit this acquisition as a Brand Name Only, SDVOSB Set-Aside IAW FAR 19.502-2 and FAR Part 13.
