About this file

This document is a Justification for Single Source Awards for the Department of Veterans Affairs (VA), VISN 4, Network Contracting Office 4, located in Philadelphia, PA. The procurement is for new Burlodge RTS Food Service System Carts for the Corporal Michael J. Crescenz VA Medical Center, with a requirement for a brand-specific solution. The medical center has existing Burlodge food preparation equipment installed in the last four years, and market research determined that alternative brands would not be compatible with the current kitchen infrastructure.

The justification outlines that purchasing non-Burlodge carts would require duplicate kitchen wares and potentially waste taxpayer resources. Market research identified three authorized Burlodge RTS Cart dealers, and the solicitation will be open to vendors who can provide the specified Burlodge product. The procurement is being conducted under FAR 13.106-1 for purchases over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT) of $250,000. The document is signed by the Contracting Officer, Andrea Aultman-Smith, with a certification date of October 23, 2025.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-27-AP-0023

1. Contracting Activity: Department of Veterans Affairs, VISN 4, Network Contracting Office 4, located at 3900 Woodland Avenue, in support of VISN 04 VA Nutrition and Food Service Department at CMC VA Medical Center, 3900 Woodland Avenue, Philadelphia, PA 19104.Purchase Request # 642-26-1- 316-0010

Brief Description of Supplies/Services required and the intended use/Estimated Amount: The Corporal Michael J. Crescenz Veteran Affairs Medical Center (CMC VAMC), 3900 Woodland Avenue, Philadelphia, PA 19104 has a new Brand Name Only requirement for new Burlodge RTS Food Service System Carts. The Burlodge RTS Carts are essential to plating, holding, and transferring of veteran meals in accordance with the regulated requirements for safe food handling and delivering. The Burlodge RTS Carts support patient food safety by ensuring products remain in the safe temperature zone during meal plating, transport and delivery supporting the Hazard Analysis Critical Control Point (HACCP) standards for food preparation. The estimated value of this procurement action is

2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The medical center’s existing food preparation equipment installed in the last four years for the Cook-Serve system was manufactured by Burlodge at a cost of approximately $867,000.00. The Nutrition and Food Service Department explored the possibility of using a different brand for the additional RTS Carts, however it was discovered that the existing kitchen ware would not be compatible with any brand other than Burlodge. Consistency in the name brand of equipment used in Nutrition and Food Service for veteran meal preparation will ensure compatibility with all equipment used in preparation, delivery and retrevial of soiled trays.

The Burlodge Equipment is specifically designed to be compatibable with the existing BurlodgeMeal Delivery System equipment and kitchen wares with specific dimensions designed by Burlodge.

Utilizing a brand other than Burlodge for the RTS Carts would require the purchase of duplicate kitchen ware to use in the non-Burlodge system, and those kitchen wares would not work in the Burlodge Cook-Serve System equipment currently in stock. Purchasing a brand other than Burlodge would be a wasteful duplication of existing equipment and poor use of tax payer dollars that could be better used to provide nutritious meals to veterans.

3. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted to determine which vendors could possibly provide the required Burlodge RTS Carts to the CMC VAMC. OEM Burlodge was contacted to identify possible authorized dealers. Three (3) authorized dealers identified for the purchase of the name brand Burlodge RTS Carts.

No other manufacturer’s kitchen ware is compatible with the Burlodge Meal Delivery system. The brand name product (Burlodge) is required but the solicitation will be available to as many vendors as can provide the Burlodge product specified in the Statement of Need.

4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
