3. Unique characteristics that limit availability to only one brand source, with the reason no other supplies or services can be used: Utility Box Modification – The requirements needed to transport reusable medical equipment (RME) are very specific. The utility box must also fit, or be made to fit, our current containers used to transport RME to save additional cost. Moto EV was able modify the shelfing to accommodate the height of our transport bins.
Cross Contamination – To prevent cross contamination between clean and dirty RME, the compartments used to store instruments of each category must be separate. Moto EV is able to do this as part of the modification processes.
Ergonomics – RME transport containers can weight upwards of 25lbs. To protect workers, Moto EV has made the shelving in both compartments sliding. This will lower any lifting and bending done by employees to a minimum.
Environmental Controls – Instruments must be kept between 65‐72 degrees F. Moto EV builds a vehicle that allows the driver to control the temperature of the utility box while other manufactures build delivery vehicles with refrigerated boxes or heated boxes for delivering food.
4. Description of market research conducted and results or statement why it was not conducted:
The SMEs researched and consulted with (2) other Manufacturers of similar delivery vehicles. They are not able to meet all the standards set by various regulating bodies. While they could offer a similar “cargo van” at a lower cost, it would not have shelves for holding RME or they could build the separate compartments but would not have the ergonomic slide‐out shelves or temperature controls. The same type of vehicle is in use at the Puget Sound, WA VA Medical Center.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
