For Commercial Items Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 6, in support of

VISN 6, Salem VA Medical Center Brand Name justification. Purchase request number 658-26-2-537- 0193.

2. Brief Description of Supplies/ Services required and the intended use and estimated amount: The

Salem VA Medical Center is looking to procure a HistoCore Lightning S Slide Printer. This printer will be used to label histology slides in the pathology laboratory. The total cost of this printer, including delivery and installation, is $43,350.74. The purchase of this equipment will ensure histology slides are labeled correctly, which as a result will eliminate human error in patient identification. The projected award date is July 1,2026.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Brand Name HistoCore is the only slide printer on the market compatible with multiple Laboratory Information Systems with strong uptime regardless of slide choice. This slide printer is the only printer on the market with a wide range of barcode scanning capabilities, which allows the end user to scan and print slides regardless of where the barcode originated. This allows us to keep our current cassette printer. Other systems require brand uniformity between the cassette printer and the slide printer. The HistoCore Lightning S Slide printer uses laser etching technology that delivers consistent print quality and enhances printing efficiency.

The HistoCore Lightning S Slide printer is compact, and the design optimizes workflow. The slide printer supports both on-demand and batch printing which is unique to this system. The slide printer produces clear and durable printing that is resistant to both heat and commonly used chemicals in the laboratory. The user interface is very simple and intuitive resulting in limited training time

4. Description of market research conducted and results or statements why it was not conducted:

Market research was conducted to identify sources and evaluate the availability of the commercial marketplace to meet the requirements. ADDS up was searched using keyword “Histocore lightning slide printer” this produced one recent contract for similar products, under contract 36C26226P1016 with Government Scientific Source INC. A sources sought notice was posted from 6/11 to 6/16 and only received one response from Government Scientific Source INC. Based on the market research conducted and not being able to meet the VA Rule of Two, the CO has determined that the acquisition strategy with most benefit to the Government would be to solicit this requirement as unrestricted IAW with RFO PART 12

5. Contracting Officer's Certification: Purchase is approved in accordance with Revolutionary FAR Overhaul (RFO) 12.102(a) (Deviation OCT 2025). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
