DEPARTMENT OF VETERANS AFFAIRS

Justification for Brand Name Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-23-AP-2533

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA Medical Center, 100 Emancipation Drive Hampton, VA 23667

Purchase Request Number: 590-23-2-506-0474

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: Edwards Fire Alarm Repair Parts for existing fire system at the Hampton VA Medical Center. The engineering department received notification that these parts will be discontinued soon and are looking to have a supply of these items for when they become harder to acquire. The value of this procurement is estimated to be around $39,957.99.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The request parts are specific to the existing Edwards Fire Safety, Fire Alarm System currently being used at the Hampton VA Medical Center and are necessary to ensure compatibility for fire safety purposes.

4. Description of market research conducted and results or statement why it was not conducted: After not being able to make an award under the original solicitation’s acquisition strategy, further market research was conducted by contacting the OEM, Edwards Fire Safety directly, who then provided information on two of their authorized resellers ITM4G, LLC (SDVOSB) and Grot INC (Small Business). After verification of both resellers in SAM’s / VetCert the Contracting Officer determined that without being able to meet the Rule of Two, that he believes that the most advantageous acquisition strategy for the government is to solicit this acquisition as a small business set aside IAW FAR 19.502-2 and FAR Part 13.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
