About this file
This is a Justification for Brand Name Awards document supporting a Request for Quote for MiPACS (Medicor Imaging Picture Archiving and Communication System) licenses and related services for the Department of Veterans Affairs. The Oklahoma City VA Health Care System, through the Network Contracting Office (NCO) 19, requires 100 MiPACS licenses to support dental service expansion across multiple locations, including new clinics in Norman, North South, Lawton, and Yukon Community Based Outpatient Clinics (CBOCs), along with a one-year support agreement. The requirement is estimated at an amount exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The justification establishes that only MiPACS can meet the Government's needs due to its unique capability to capture images from diverse dental imaging devices including digital panoramic/cephalometric units, intraoral sensors and cameras, phosphor plate scanners, flat-bed scanners, and digital cameras. An existing purchase order (36C25923P0237) for MiPACS assets at current Oklahoma City dental locations cannot accommodate software upgrades or new licenses, necessitating this sole-source requirement. Market research conducted through SAM, ADDS UP, SBA databases, GSA Federal Supply Schedule, NAC Contracts Catalog, and NASA SEWP identified only the original equipment manufacturer, a large business, and an authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) distributor as capable vendors. The contracting officer certification confirms approval under RFO 12.102, with an acquisition plan action ID of 36C259-26-AP-3199 and JOFOC number FY26-NCO 19-2296.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Brand Name Awards IAW RFO 12.102 For Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C259-26-AP-3199_ JOFOC #: FY26 – NCO 19 – 2296
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 19, 6162 S. Willow Drive, Suite 300, Greenwood Village, CO 80111, in support of Oklahoma City VA Health Care System, 921 NE 13th St., Oklahoma City, OK 73104
2237 #: 635-26-3-339-0192
1. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Oklahoma City VA Medical Center Dental Clinic—and its satellite Community Based Outpatient Clinic (CBOC) dental locations—require 100 Medicor Imaging Picture Archiving and Communication System (MiPACS) licenses to support the expansion of dental services across their service area. A one-year support agreement is also needed to ensure continued technical assistance.
2. Unique characteristics that limit availability to only one brand, with the reason no other supplies or services can be used: There is an active purchase order, 36C25923P0237, for MiPACS assets currently used in the Oklahoma City Dental Clinic, as well as the dental clinics at the Yale Avenue Community Based Outpatient Clinic (CBOC) and the Ernest Childers VA Outpatient Clinic in Tulsa, Oklahoma. The existing purchase order does not permit software upgrades or the addition of licenses for new locations. This requirement supports upgrading the software, installing systems, and adding licenses for the dental clinics at the Norman, North South, Lawton, and Yukon CBOCs. MiPACS is the only software application capable of capturing images from nearly any device on the market, including digital panoramic/cephalometric units, intraoral sensors and cameras, phosphor plate scanners, flat-bed scanners, and digital cameras. This system is essential for Dental clinic activation, as consistent communication between MiPACS systems across facilities is required to ensure seamless image sharing and standardized workflows from one medical facility to another.
3. Description of market research conducted and results or statement why it was not conducted: Market research was conducted using both historical and current information from the System for Award Management (SAM), the Analytics, Data and Decision Support Unified Platform (ADDS UP), the U.S. Small Business Administration (SBA) and SBA Vet-Cert, the Federal Supply Schedule/General Services Administration (GSA), the National Acquisition Center (NAC) Contracts Catalog, and the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP). Additional insights were gathered through discussions with subject matter experts at the medical center. Based on this research, only the original equipment manufacturer (OEM), a large business, and an authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) distributor can meet the Government’s requirement.
4. Contracting Officer's Certification: Purchase is approved in accordance with RFO 12.102. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
