About this file
This document is a Brand Name Justification form for the Department of Veterans Affairs (VA), specifically for the Rocky Mountain Regional VA Medical Center (RMR VAMC). The procurement involves forty (40) lithium-ion batteries and six (6) charging stations specifically designed for Philips Intellivue MX40 patient wearable monitors. These batteries are uniquely engineered to work with the MX40 monitors, offering 14 hours of battery life compared to the current disposable alkaline batteries that last only 8-9 hours. Market research was conducted using various contract databases, and the manufacturer confirmed that only their specific brand of batteries can be used with these monitors without risking damage or voiding warranties. The acquisition is under the Simplified Acquisition Threshold (SAT) of $250,000, with an effective date of 11/15/2024, and the document includes confirmation from a Philips Healthcare account manager that authorized SDVOSB distributors are capable of supplying these items.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The RMR VAMC is currently using the Philips Intellivue MX40 patient wearable monitors. At the present time these devices are being used with disposable alkaline AA batteries, which need to be replaced every 8-9 hours when using the device for ECG and Spo2 continuous functions. Per the operation manual of the Intellivue MX40, pages 19 and 20, the lithium-ion battery will get 14 hours when using ECG and Spo2 continuous functions. By utilizing the lithium-ion rechargeable batteries it will reduce the amount of battery waste that is produced. In an email dated 06/24/2025 from Carl Alberts, C&D account manager at Philips Healthcare, it was confirmed that only these batteries are compatible with the Philips Intellivue MX40 monitors as they were designed to work specifically with these monitors. The batteries were uniquely engineered to match the specific power requirement and operational standards of the MX40 monitors. If another battery were to be used it could potentially damage the monitors, which would incur additional costs for repairs and/or void any warranties that are still in place. Carl Alberts also stated that there are authorized SDVOSB distributors capable of supplying these items.
