Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-24-AP-2522

1. Contracting Activity: Department of Veterans Affairs, VISN 04, Wilkes-Barre Veterans Affairs

Medical Center, 1111 East End BLVD, Wilkes-Barre, PA., 18711.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

An internal audit was conducted by the Safety Department at the Wilkes-Barre VA Medical Center reviewing OSHA Regulation 1910.147 for the Control of Hazardous Energy Sources: Lock-Out/Tag- Out (LOTO) program. Significant deficiencies in the current program were discovered and require urgent correction to eliminate staff workplace serious injury or death risks and immediate compliance with OSHA Regulation 1910.147.

The contractor shall provide all labor, equipment, and materials for emergency services to conduct additional on-site field surveys identifying and creating additional inventory for all equipment subject to Type 1, Type 2, or Type 3 Lockout/Tagout (LOTO) procedures as determined by Federal OSHA Regulation 1910.147 and WBVAMC guidelines, to update procedures for controlling hazardous energies of machinery or equipment throughout all buildings at the Wilkes-Barre campus.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The suggested source for this procurement is Brady Worldwide, Inc. a large business concern located in Milwaukee, WI. Brady Worldwide, Inc. is uniquely qualified to work on this requirement due to experience in the field as well as owning the only known software capable of automating confined space entry with LOTO requirements. This is the current system used for the Wilkes-Barre VAMC Lockout Tagout program.

LINK360 is a proprietary software, it is built, maintained and fully supported by Brady, complete with a tech support team fully dedicated to the LINK360 software and its users. It is Brady the tech uses to create the procedures for the customer, and it is how the customer will store, manage, and sustain procedures. Once the procedures are in the system, they are similar to a PDF view of the procedure. The user can export them to a PDF, which is the process if the user ever cancelled the subscription. The files can be exported to PDF to print a procedure. The result is a loss in the ability to edit the verbiage in the procedures, edit or apply new photos, add new steps to the procedure, etc. LINK360 also allows the user to track the revision history and provides dashboards showing what is due (or past due) for audits.
