About this file
This is a Justification for Single Source Awards document under FAR 13.106-1 for a federal contract opportunity exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The Department of Veterans Affairs, Sioux Falls VA Healthcare System, Network Contracting Office 23 seeks to procure service and installation of the PAR Excellence Weight-Based Inventory Management System (WBIMS) for the Central Iowa VA Health Care System in Des Moines, Iowa and the Minneapolis VA Health Care System in Minneapolis, Minnesota, with an estimated cost of $302,500.00. The contracting officer justifies single-source award to PAR Excellence Systems, Inc. based on unique characteristics limiting availability to only one source. VISN 23 relies on the PAR Excellence WBIMS as its standardized operational inventory management platform across multiple medical centers, fully deployed and integrated into the VA's approved IT environment with direct connectivity to the Generic Inventory Package (GIP), the national VA inventory management system. The integration enables automated supply usage tracking, real-time inventory visibility, and continuous reconciliation with GIP to support clinical operations, procurement accuracy, and supply chain accountability. PAR Excellence is identified as the only responsible source with proprietary tools and engineering knowledge necessary to perform maintenance, issue software updates, replace system components, and ensure functional interoperability. Market research included review of prior VISN 23 contracts, FPDS_NG data, and OEM vendor listings, with a Notice of Intent to Sole Source (36C26326Q0905) posted on SAM.gov on July 13, 2026, which resulted in no responses. The Contracting Officer Marie Weathers certified approval on September 17, 2026.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source
Revision: 02 Effective Date: 12/30/2025 Page 1 of 2 Acquisition ID#
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C236-27-AP-0182
1. Contracting Activity: Department of Veterans Affairs, Sioux Falls VA Healthcare System, Network Contracting Office 23. 2501 W. 22nd St. Sioux Falls, SD 57105.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Service and installation of Par Excellence Weight Based Inventory Management System Central Iowa VA Health Care System, Des Moines, IA and Minneapolis VA Health Care System, Minneapolis, MN.
Estimated Cost $302,500.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
VISN 23 relies on the PAR Excellence Weight-Based Inventory Management System (WBIMS) as its standardized, operational inventory management platform across multiple Medical centers including the Central Iowa VA HCS and Minneapolis VA HCS. The system is fully deployed and integrated into the VA’s approved IT environment and is directly connected to the Generic Inventory Package (GIP), which is the national VA inventory management system. This integration enables automated tracking of supply usage, rea-time visibility of inventory levels, and continuous reconciliation with GIP to support Clinical operations, procurement accuracy, and supply chain accountability.
The Government’s requirement for uninterrupted inventory management operations, accurate date exchange with GIP, and compliance with VA IT security and logistics standards can only be satisfied through continued support from PAR Excellence Systems, Inc. Because PAR Excellence is the only source with proprietary tools and engineering knowledge necessary to preform maintenance, issue software updates, replace system components, and ensure functional interoperability, no other supplier can meet the Government’s minimum technical requirements.
For these reasons, PAR Excellence Systems, Inc is the only responsible source capable of providing the required maintenance, support, and system sustainment for the WBIMS currently deployed within VISN 23.
4. Description of market research conducted and results or statement why it was not conducted: Market research included review of prior VISN 23 contracts, FPDS_NG data, and OEM vendor listings. A Notice of intent to sole source (36C26326Q0905) was posted on SAM.gov on 07/13/2026 to identify any additional capable sources, resulted in no responses.
