About this file
This is a Justification for Single Source Awards document under FAR 13.106-1 for a simplified acquisition by the Department of Veterans Affairs, VISN 23.
The Department of Veterans Affairs, VISN 23, based in Eagan, Minnesota, is acquiring ScriptPro Interfaces Configuration, Testing, and Cutover Support valued at $64,410.63 to facilitate the transition of ScriptPro pharmacy automation systems from the current Federal EHR to Oracle Health Federal (OHR) EHR. The scope includes interface configuration, connectivity and smoke testing, Integrated Live Validation (ILV) testing, three site-specific testing sessions, pre-cutover validation, go-live support, and post-cutover monitoring across all ScriptPro-equipped VISN 23 facilities. The justification establishes that ScriptPro is the sole source capable of providing these services due to its exclusive ownership and control of the ScriptPro pharmacy automation platform, proprietary interface components, and testing tools. No third-party integrators are authorized, trained, or certified to perform this work, and non-ScriptPro providers would void warranties, invalidate vendor support, and create medication safety risks. While the support may be purchased through authorized distributor Veterans Healthcare Supply Solutions, VHSS subcontracts all work to ScriptPro OEM. The contracting officer conducted market research including review of ScriptPro's proprietary architecture, prior VISN 23 deployments, SAM.gov searches, vendor exclusivity statements, and Oracle Health interface requirements, which confirmed no alternative vendors exist. Contract Officer Marie Weathers approved the single-source purchase on July 29, 2026, in accordance with FAR 13.106-1(b).

1. Contracting Activity: Department of Veterans Affairs, VISN 23, 2805 Dodd Road, Suite 250, Eagan MN
NCO 23 Contracting 2237: 499-26-4-6765-0101
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
VISN 23 requires ScriptPro Interfaces Configuration, Testing, and Cutover Support to transition ScriptPro pharmacy automation systems from the current Federal EHR to the Oracle Health Federal (OHF) EHR. This support includes configuration of ScriptPro interfaces, connectivity and smoke testing, ILV testing, three site‑specific testing sessions, pre‑cutover validation, go‑live support, and post‑cutover monitoring for all ScriptPro‑equipped VISN 23 facilities. These activities ensure safe and accurate operation of medication ordering, pharmacy workflows, and dispensing processes under the new Oracle Health EHR.
Estimated Value: $64,410.63
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
ScriptPro is the only responsible source capable of providing interface configuration, ILV testing, and cutover support because:
• ScriptPro is the exclusive developer and owner of the ScriptPro pharmacy automation platform and all associated interface components.
• ScriptPro maintains sole control over proprietary interface logic, message routing specifications, mapping profiles, software utilities, and testing tools.
• No third‑party is authorized, trained, or certified to perform ScriptPro interface configuration, migration, or support.
• ScriptPro does not permit third‑party access to proprietary tools or firmware critical for EHR integration.
• Any non‑ScriptPro provider performing interface work would void warranties, invalidate vendor support, and risk medication safety.
• Oracle Health interface certification requires vendor‑direct validation that only ScriptPro can provide.
This support may only be purchased through ScriptPro or from its authorized distributor, Veterans Healthcare Supply Solutions. However, VHSS subcontracts all the work to the OEM Scriptpro.
4. Description of market research conducted and results or statement why it was not conducted:

Market research included:
• Review of ScriptPro’s proprietary interface architecture
• Prior VISN 23 ScriptPro deployments and vendor requirements
• SAM.gov searches for authorized ScriptPro integrators
• Review of vendor exclusivity statements
• Consultation of Oracle Health Federal interface requirements for ScriptPro systems
• Analysis of IGCE line items showing ScriptPro‑exclusive testing and interface activities
Results:
No alternative vendors were found capable or authorized to provide ScriptPro interface configuration, testing, or cutover services. ScriptPro does not authorize third‑party integrators, and no other vendor can legally access the proprietary tools, mapping logic, or interface utilities required.
