About this file
This is a Single Source Justification document submitted by the Department of Veterans Affairs, VISN 23 (A Midwest Healthcare Network), Biomedical Engineering division for a procurement of Dose Management and Monitoring Services. The contracting activity is requesting approval to award a single-source contract to Agfa HealthCare Corporation for maintenance, configuration support, updates, and 24x7x365 support for an automated dose data and analytics system powered by DoseMonitor. The estimated total cost for the base period and all option periods is $176,910.00 ($35,382.00 per year). The procurement is classified as over the Micro-Purchase Threshold but not exceeding the Simplified Acquisition Threshold, per FAR 13.106-1(b).
The justification asserts that Agfa HealthCare is the only responsible source capable of providing the required services because the Dose Management software is proprietary and cannot be maintained by any other vendor. The document notes that market research yielded no alternative sources with the required software expertise or personnel training necessary to maintain the system. The contracting officer, Marie Weathers, approved the single-source purchase on March 2, 2026, certifying that the justification is accurate and complete. The acquisition plan action ID is 36C263-26-AP-2111, and the primary point of contact is Coleman McCarthy, Biomedical Engineer, at 651-405-5600.
