About this file

This single source justification document outlines a procurement for upgrades, patches, and configuration services for BioDose/NMIS systems used at various Department of Veterans Affairs medical centers. The contracting activity, VISN 10 Veteran Health Indiana, requires these services for an amount of $178,031.70. Only the original equipment manufacturer, ec2 Software Solutions, and its approved small business reseller, Mystic Ventures Group, LLC, possess the proprietary knowledge necessary to support the BioDose/NMIS systems and perform the required work, as the systems are not currently configured to interface with the new Cerner Millennium electronic health records system being implemented across VISN 10 facilities. The contracting officer certified the single source procurement as accurate and in accordance with FAR 13.106-1.

Last Updated: 02/01/22 Page 1 of 1

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106 1 For

Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250 23 AP 4467

Contracting Activity: Department of Veterans Affairs, VISN 10, Veteran Health Indiana, Richard L.

Roudebush VA Medical Center, Electronic Health Records has submitted VA Form 2237 No. 101 23 3 5294 0088 in the amount of $178,031.70 for this request.

Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VISN 10 is currently utilizing Biodose/NMIS at Ann Arbor/Toledo CBOC’s, Detroit, Saginaw, Indianapolis, Northern Indiana, Columbus, Dayton, Chilicothe, Battle Creek, Cincinnati, and Cleveland VA Medical Centers. This procurement is necessary for all the locations listed above since the Biodose/NMIS Systems are not currently setup to interface with VISTA/CPRS. However, the impeding Cerner implementation in VISN 10, VISTA/CPRS will be retired, and Cerner Millenium will become the new Electronic Health Records System for the VISN sites.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Only the Original Equipment Manufacturer (OEM), ec2 Software Solutions and its approved SDVOSB reseller Mystic Ventures Group, LLC., have the proprietary knowledge to support and perform systems upgrades, patches, and configuration.

Description of market research conducted and results or statement why it was not conducted:

Market research was conducted, and it was determined that Mystic Ventures Group, LLC., is the approved small business reseller of Biodose/NMIS Systems. They are the only approved small business that can provide the necessary licenses, configurations, testing, and training requires by the Government for the installation and interfacing with Cerner Millenium.

Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b) . I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
