About this file

This document contains a justification for a single source award for installation services. The Department of Veterans Affairs, VISN 21, VA Northern CA Health Care System in Stockton requires installation of Mecho shades that were previously purchased for a new community-based outpatient clinic. The general contractor refused to use a Mecho-certified installer as required to maintain the warranty, so Contract Decor is being awarded a sole source contract for $8,943.60 to install the shades since they are a Mecho-certified installer and originally supplied the shades. The justification cites the unique need for a Mecho-certified installer as the limiting factor requiring a single source award to Contract Decor by February 2024 to prevent voiding the warranty on the newly purchased shades.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:_36C261-24-AP-0750

1. Contracting Activity: Department of Veterans Affairs, VISN 21, VA Northern CA Health Care System

(612)- Stockton

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Installation of Mecho shades

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Mecho shades were purchased, and the general contractor of the CBOC was to install them. The general contractor refused to use a Mecho-certified installer for the shades. The warranty on the shades would be voided if a non-certified installer was used. Contract Décor, from whom VA purchased the Mecho shades, is also a Mecho-certified installer. Therefore, the VA is requesting a sole source contract to Contract Décor for installation of the shades.

4. Description of market research conducted and results or statement why it was not conducted:

The Mecho shades were purchased on contract 36C26122P0386. The shades have not yet been delivered to the facility. The general contractor refused to hire a Mecho certified installer. To prevent a void in warranty, Contract Décor can install the shades upon delivery. GSA ebuy was researched to find certified installers, and none were found that can only install the shades.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
