Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

1. Contracting Activity: Department of Veterans Affairs, NCO 23 Contracting Office, 1303 5th St. STE 300, Coralville, IA.

Organizational Activity: Department of Veteran Affairs; in support of the Iowa City VA Health Care System.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Emergency repair services are necessary to return the facility boiler #2 back to operational status. This boiler is critical to facility heating and cooling operations for the hospital. Estimated cost: $30,752.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Due to the urgent and compelling nature of this emergency repair the Tim Hildreth Company is the first available vendor who possesses the necessary skills and is able to comply with the emergency timeline.

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted using the SBA website as well as CPARS and Contract Opportunities to verify vendors active registrations as well as previous performance records. Price reasonableness can be determined using previously awarded contract of similar scope.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR

13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
