About this file
This is a Single Source Justification document for a federal procurement under the Department of Veterans Affairs' simplified acquisition procedures. The Department of Veterans Affairs, Network Contracting Office 23 in Coralville, Iowa, seeks to procure preventative and corrective maintenance services for five Zeiss Surgical Microscopes (models OPMI Lumera RESCAN, Tivato, and Artevo) for the Nebraska-Western Iowa VA Health Care System in Omaha, Nebraska. The estimated contract value is $280,648.94 for a three-year period.
The justification for single-source award to ProAim is based on proprietary restrictions imposed by Carl Zeiss Meditec USA Inc. Services must be performed by Zeiss Certified Field Service Engineers using proprietary Zeiss software and parts. Market research identified no alternative suppliers, and Zeiss has provided written authorization designating ProAim as the sole authorized representative for OPTIME service contracts and on-site repair services for Zeiss products, with Zeiss refusing to accept purchase orders from other entities for service and repair labor. The Contracting Officer, Erica Miller, certified the justification on July 15, 2026, in accordance with FAR 13.106-1(b), with Acquisition Plan Action ID 36C263-26-AP-2153.
