About this file
This is a Single Source Justification for Simplified Acquisition Procedures (SAP) submitted by the Department of Veterans Affairs for a tag removal and laser etching service contract.
The Richard L. Roudebush VA Medical Center in Indianapolis, Indiana seeks to procure tag removal and etching services for approximately 2,100 sets of Reusable Medical Devices (RMD). The vendor must remove existing labels and adhesive from instrument baskets, clean the baskets completely of residual adhesive, and laser etch replacement identifying labels that include the set name, set number, and barcode/Data Matrix codes compatible with the facility's Censitrac platform. The etched labels must be legible and withstand reprocessing efforts. The estimated contract value is $179,788.00 (base year with no options), with funds available through IFCAP PR 583-26-3-041-0091. The contracting activity is the Network Contracting Office (NCO) 10 in Ann Arbor, Michigan.
The justification for single-source award cites unique characteristics limiting availability: work must be completed on weekends over several months, the selected vendor performs preventative maintenance on the facility's current equipment and is familiar with the equipment and requirements, the vendor possesses a mobile laboratory capable of on-site etching during label removal, and work must maintain consistency with the current labeling system format. Market research conducted included GSA searches for laser etching (no results), AbilityOne Services List review (no compatible services), HTME pre-existing contracts review (none discovered), and SBA DSBS searches using NAICS 811210 (one contractor identified but without laser etching services). The contracting officer certified approval under FAR 13.106-1(b)(1) on March 31, 2026.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The estimated value of the proposed action is $179,788.00. (base year with no options)
The Richard L Roudebush VA Medical Center, Indianapolis, IN, needs to have the labels removed from the instrument baskets of approximately 2100 sets of RMD. The label and any adhesive that was used to affix the label to the basket needs removed. The basket shall need to be completely cleaned of any adhesive residue then laser etched with an identifying label that shall be recognized in our Censitrac platform. The laser etches shall replace each label that is removed and shall identify the set by name, set number and provide a bar code / Data Matrix for scanning through the Censitrac system.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
• Work needs to be completed on weekend days
• Work will take several months to complete
• Vendor is familiar with our requests and sets as they are the ones who does our preventative maintenance on our current equipment
• Vendor is equipped with a mobile lab that would be able to etch the tags on site as they are removing the current labels
• All work needs to be consistent with the format of the current labeling system, legible and able to withstand the reprocessing efforts.
4. Description of market research conducted and results or statement why it was not conducted:
• A GSA search utilizing the search term ‘Laser Etching’. No results were returned.
• AbilityOne Services List was reviewed. None of the services listed are compatible with the services need.
• HTME webpage with Pre-existing contracts was reviewed. No pre-existing contracts were discovered.

• An SBA DSBS Search was completed using NAICS 811210 and the search term ‘Laser Etching’.
One contractor American Surgical Instrument Repair, LLC, SDVOSB, returned. The contractor website does not indicate laser etching services.
• The labels are peeling or cracking and could be harboring contamination that would render the set not sterile. The issue of non-sterile or possibly contaminated Reusable Medical Device (RMD) has led to the delay and/or cancellation of surgical cases out of an abundance of caution. In addition, the etchings must be acceptable for scanning purposes
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b)(1). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
