About this file

This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) from the Department of Veterans Affairs for the Detroit VA Medical Center. The procurement is for one (1) NIM Vital monitoring system Bundle with Cart from Medtronic Xomed, Inc., valued under the Simplified Acquisition Threshold of $250,000, to replace an existing end-of-life system. The unique characteristics justifying single-source procurement include proprietary nerve monitoring technology with real-time visual and audible feedback, wireless patient interface capabilities, and standardized equipment among area facilities.

Market research was conducted, and the requirement was initially posted on eBuy, where complications arose with potential contractors. The contracting officer recommends setting aside the procurement for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), noting the product is made in America and does not require a Buy American Act (BAA) waiver. The procurement is for a specific medical monitoring system with eight component items, including a console, power cords, patient interface, cables, adaptors, cart, and probes, all specific to the Medtronic Xomed, Inc. NIM 4.0 system.
