About this file
This document is a Single Source Justification for a simplified acquisition procedure under the Simplified Acquisition Threshold (SAT) for an emergency repair of an air-cooled chiller servicing Building 130 at the Atlanta VA Health Care System.
The chiller experienced a fault and shut down, requiring manual resetting. The in-house mechanic replaced some sensors, but the issue continued, necessitating an urgent repair. The current manufacturer, Trane, is the sole source capable of providing the required parts and services in a timely manner to restore the chiller and prevent disruption to patient care. The repair is estimated at $42,570. Due to the urgent nature, market research was limited, but the contracting officer certified the price as reasonable. The Department of Veterans Affairs, Veterans Integrated Service Network 7 awarded a contract to Trane U.S. Inc. on August 23, 2024 to execute the repair.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 1
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 508-24-4-589-0217
1. Contracting Activity: Department of Veterans Affairs, VISN 07, Atlanta VA Heath Care System, 1701
Hardee Av. Atlanta Georgia 30310
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Service estimated amount:
The chiller that services building 130 went into fault on the circuit's two sides. This caused the unit to shut down and need manual resetting inadvertently. Our in-house mechanic replaced a couple of sensors to bring the system back online. This appeared to work, but after a few hours of operation, the system went down again, and we have been resetting it manually to keep the residents as cool as possible in the interim. Tran inspected the unit and discovered a few components that need replacing. Due to temperatures being unable to stabilize, repair requirements are now under an unusual and compelling need.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
At this time, no other vendor can satisfy the government’s needs due to the urgency of this requirement. This unit was not being serviced due to the lack of previous preventive maintenance services. The unit requires certified technicians by the manufacturer who work directly for the manufacturer. Trane has immediate access to the parts, can bind the system, and does complete systems checks with their computer connection. Due to the urgent need to prevent injury and additional cost, the OEM is replacing brand-name parts to correct the current system. The OEM will bring the new system to an updated requirement to avoid patient care stoppage and proper preventive maintenance services because the repair will extend the life expectancy.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was limited and not fully conducted due to the government's usually compelling need. The service line reached out to two vendors. Only one could supply parts and services in a timely and efficient manner. The other vendor could not connect to the unit to diagnose or communicate. The OEM repairs were in the best interest of the government.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the
