2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Avvigo+ Mobile Guiding System for Cardiology Cath Lab at the Iowa City VA Medical Center. This piece of equipment will be used for multiple procedures within the Cath Lab. Estimated $108,000.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Avvigo+ is required to support interventional cardiology procedures at the Iowa City VA HCS Cardiology Cath Lab. The system provides real-time physiologic imaging and guidance. The Avvigo+ is compatible with Boston Scientific wires, catheters, consoles, and accessory devices currently in use at the Iowa City VA HCS. The Avvigo+ is a Boston Scientific proprietary system. The Avvigo+ system is the only platform that will maintain full functional compatibility with the existing Boston Scientific inventory. Using a different system would require replacing existing capital assets and disposable inventory, resulting in higher costs and operational disruption. Estimated cost of current Boston Scientific expendable inventory is $404,451.87. The Avvigo+ platform provides real-time multi-modality physiologic measurement designed to work specifically with Boston Scientific devices. These features are not interchangeable with competing vendor systems, which utilize incompatible wire technologies and measurement standards. Utilizing a non-Boston Scientific system would lead to considerable risks, including system incompatibility, inaccurate diagnostics, and potential system failure.

4. Description of market research conducted and results or statement why it was not conducted: Market research revealed due to recent issues with Boston Scientific’s SDVOSB vendor change Veterans Health is no longer an authorized Distributor. Boston Scientific is now utilizing their new SDVOSB Wolfpack Medical as their sole provider to the government for this product. See attached Sole Source memo in the briefcase from Boston Scientific.
