About this file

This is a Single Source Justification document for a federal procurement conducted by the Department of Veterans Affairs, VISN 22, Network Contracting Office 22 (NCO 22) in Long Beach, California. The acquisition (ID# 36C226Q0812, Action ID 36C262-26-AP-4442) seeks to procure brand name PRVC Systems disposable privacy curtains, track components, and related accessories for the Greater Los Angeles VA Healthcare System (VAGLAHS) in Los Angeles, California, specifically for Building 500's inpatient and clinical care areas. This is being conducted as a commercial supply acquisition under FAR Part 12 procedures.

The justification supports a single-source award based on the requirement for brand name PRVC systems to maintain compatibility with existing infrastructure already installed throughout the facility and to meet patient privacy, infection control, and operational safety requirements under VHA Directive 1330.01. The facility's staff are trained and certified on the PRVC system; switching to an alternate manufacturer would require replacing existing hardware, additional staff retraining, and introduce non-standardized equipment. Market research was conducted across multiple sources including GSA, NASA SEWP, and open market sources, yielding 12 responses; only one vendor indicated capability to provide the required PRVC brand system and associated components within the required timeframe. The Government characterizes the requirement as urgent due to current impacts on patient care operations, with existing privacy curtain configurations in multiple areas not meeting current standards and affecting patient bed availability. The Contracting Officer, Jose A. Espinoza, certified approval of the purchase in accordance with FAR 13.106-1(b).

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR PART 12 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C262-26-AP-4442

1. Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office

22 (NCO 22) in Long Beach, CA, seeks to procure brand name only PRVC Systems Disposable Privacy Curtains listed in purchase request 691-26-2-5090-0853 at/for the GLAVAHCS, Los Angeles, California.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement is for the procurement of brand name only PRVC disposable privacy curtain systems, associated PRVC track components, and related accessories for the Greater Los Angeles VA Healthcare System (VAGLAHS), Los Angeles, California, in support of inpatient and clinical care areas located within Building 500. This acquisition is being conducted under FAR Part 12 procedures as a commercial supply acquisition.

The purpose of this requirement is to standardize and maintain compatibility with the existing PRVC privacy curtain infrastructure currently installed throughout the facility. The PRVC system is presently utilized in numerous patient care areas within the main hospital and supports patient privacy, infection control, and operational safety requirements identified under VHA Directive 1330.01.

The requested products include PRVC compatible trolley, swing arm, and drop track systems, along with disposable privacy curtains and associated components necessary to support replacement and maintenance of existing systems. This acquisition is for supply and delivery only. Installation services are not included under this procurement.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Government requires brand name only PRVC disposable privacy curtain systems and associated track components in order to maintain compatibility, standardization, and continuity with the existing PRVC infrastructure currently installed throughout the Greater Los Angeles VA Healthcare System (VAGLAHS).

The PRVC system is already utilized in numerous patient care locations within the main hospital and has been implemented as part of the facility’s ongoing compliance efforts related to patient privacy, infection control, and patient handling requirements identified under VHA Directive 1330.01.

The requested PRVC system supports existing wall-mounted swing arm, trolley, and drop track configurations currently in use at the facility. Standardization of the PRVC system is necessary to maintain compatibility with existing installed hardware, replacement components, disposable curtains, and operational configurations already established throughout Building 500 and other patient care areas.

In addition, the requesting service has staff currently trained and certified to install and maintain the PRVC system. Use of an alternate manufacturer would require replacement of https://www.acquisition.gov/?q=/browse/far/13

Effective Date: 12/30/2025 Page 2 of 3 Acquisition ID# 36C226Q0812 existing compatible infrastructure, additional staff retraining, and introduction of non-standardized equipment into the facility’s current privacy curtain system inventory and maintenance processes.

The PRVC system also supports the facility’s patient safety and operational needs by reducing obstruction issues associated with patient lifts and restroom access while maintaining patient privacy within inpatient and clinical care settings.

Based on market research conducted by the Contracting Office, only one vendor was identified as capable of providing the required brand name PRVC system and associated components necessary to meet the Government’s compatibility and standardization requirements.

The requirement is considered urgent due to the current impact on patient care operations within Building 500. Existing privacy curtain configurations in multiple inpatient and clinical care areas do not meet current patient privacy, infection control, and operational requirements identified under VHA Directive 1330.01. The facility currently has affected patient beds and treatment areas requiring replacement and standardization of the privacy curtain system to support safe patient handling, patient privacy, and continuity of care operations. Delays in procurement would continue to negatively impact operational readiness and patient care functions at the Greater Los Angeles VA Healthcare System. Due to the urgent operational need impacting patient care areas and bed availability, the Government utilized an abbreviated response timeframe while still conducting market research across multiple procurement platforms, including GSA, NASA SEWP, and open market sources.

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted utilizing multiple procurement sources, including Requests for Information (RFIs) posted through GSA, open market sources, and NASA SEWP. The purpose of the market research was to identify vendors capable of providing the required brand name PRVC disposable privacy curtain systems and associated track components.

The Government received a total of twelve (12) responses during market research. Of the responses received, only one vendor indicated the ability to provide the required brand name PRVC system and associated components necessary to maintain compatibility with the existing installed PRVC infrastructure currently utilized throughout the Greater Los Angeles VA Healthcare System.

Market research findings support the determination that only one responsible source was identified capable of meeting the Government’s brand name compatibility and standardization requirements within the required timeframe.

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
