VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1
For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C262-21-AP-5825
1. Contracting Activity: The Department of Veterans Affairs, VISN 22, Network Contracting
Office 22 (NCO 22) in Long Beach, CA, seeks to procure the supplies listed in purchase request 600-21-4-5667-1907 for the VA Long Beach Healthcare System (VALBHCS), Long
Beach, CA.
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
EMERGENCY SUPPLIES to replace damaged corridor Fire Doors in Building 126 as a result of failure to pass the annual Preventive Maintenance Inspection. Operable fire doors are critical and essential resources to the VA Long Beach campus that are needed for fire-public-life safety compliance and The Joint Commission. Estimated supplies costs is
$53,161.75 USD.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
EMERGENCY: Doors did not pass the annual Preventive Maintenance Inspection. Doors are damaged beyond repair or are below standard industry-rating to include having proper fire rating. These doors do not meet Joint Commission Inspections. Circumstances of contract action deem only one source reasonably available due to urgency, critical / unique nature of requirement, and time constraints per FAR 13.106-1(b), and no other supplies or services will satisfy agency requirements. Additionally, following established competitive procedures would result in unacceptable delays and increased risk to patient and staff life-safety.
4. Description of market research conducted and results or statement why it was not conducted:
Limited Market Research (MR) performed due to urgency, critical / unique nature of requirement and time constraints. However, a VIP query identified 17 registered SDVOSB /
VOSB vendors capable of performing under NAICS 332321 – Metal Window and Door
Manufacturing. Conclusion – recommend single / sole source procurement action to
MONTGOMERY HARDWARE CO. [DUNS 007965775], a SAM registered Small
Business vendor who is familiar with the requirement and routinely provides hardware materials and/or repairs on the VA Long Beach campus.
