Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

• Brand Name: Radlink Inc.
• Description: Radlink software subscription provides surgeons with real-time intra-operative imaging used to evaluate surgical alignment and verify accurate implant placement during total hip arthroplasty.
Acquisition Plan Action ID: 36C262-24-AP-5828
1. Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office 22 (NCO 22) in Long Beach, CA, seeks to procure brand name only single source Radlink software subscription supporting intraoperative imaging as listed in purchase request 691-24-3-027-0237 at/for the GLAVAHCS, Los Angeles, California.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
GLAVAHCS has a requirement for renewal services of Radlink software subscription that provides surgeons with real-time intra-operative imaging used to evaluate surgical alignment and verify accurate implant placement during total hip arthroplasty. This software subscription is critical in meeting patient care needs.
Estimated Amount: $10,869.57 Base Year; $54,347.85 Base+ up to 4 Option Years.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Radlink software is currently in use at the GLAVAHCS campus for surgeons to evaluate surgical alignment and verify accurate implant placement during total hip arthroplasty. Any inability to provide real-time intraoperative imaging will result in degradation of Veteran patient care. Due to urgency, critical / unique nature of requirement, and time constraints, only Radlink Inc. (original equipment manufacturer) or its authorized distributors can meet agency need. Beacon Point Associates, LLC is an authorized distributor and certified SDVOSB concern.
Circumstances of contract action deem only one source reasonably available, and no other supplies or services will meet agency need. Purchase is in accordance with 38 USC 8127, VAAR 819.7008, and FAR Part 13.106-1(b). Additionally, following established competitive procedures would result in unacceptable delays and place Veteran patient care at risk.
4. Description of market research conducted and results or statement why it was not conducted:
Published RFI 36C26224Q1622 returned zero (0) responses. SBA VetCert query by applicable NAICS code 513210 identified 264 SDVOSB / VOSB concerns. VA Rule https://www.acquisition.gov/?q=/browse/far/13

A sole source brand name only acquisition is needed to meet GLAVAHCS campus mission objectives of providing continued professional patient care to our Nation’s Veterans.
