2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: The Fredericksburg Health Care Center is requesting an Anterior Segment OCT scan (AS-OCT). AS-OCT provides corneal topography and tomography, axial length measurement and IOL calculations all in one machine.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Anterion Multi-model OCT Imaging Platform is the only brand name OCT that combines corneal topography and tomography, anterior segment metrics, axial length measurement and IOL calculations. AS-OCT is the only system that has swept-source OCT and their patented tracking and composite imaging technologies deliver images that other machines cannot provide. This is a multiple imaging platform which replaces several devices including corneal topographers, topographers, pachymeters and biometers. Although, the Casia II system provided similar capabilities it is not available in the US. The Anterior provides all the capabilities mentioned above in one system, this would benefit the Fredericksburg Health Care Center due to a smaller footprint and not having to purchase several individual devices.

4. Description of market research conducted and results or statement why it was not conducted:

The VA Rule of Two cannot be met due to market research not identifying two or more SD/VOSBs in the Dynamic Small Business (dsbs.sba.gov) search. The FPDS results found 1 contract: VA26213P0766 Metro Medical Equipment & Supply, Inc. The vendor stated,” we do not carry this item or any of its competitors. The Contract Specialist emailed L1 Enterprises to see if L1 Enterprises could provide this requirement. The vendor replied that his company could provide the requirement that is needed. The Contract Specialist contracted Heidelberg Engineering Inc to see if they could provide the requirement needed the Executive Sales Consult for VA replied that his company can provide the requirement.
