Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C246-23-AP-0044
1. Contracting Activity: Department of Veterans Affairs, NCO 6, Hampton VA Medical Center.
Purchase Request# 637-23-1-5997-0008. (Asheville VAMC)
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Asheville VA Medical Center Radiology Services has a brand name request for SonoSim® Point-Of-Care Ultrasound (POCUS) Ultrasound Training. The intended purpose of this system is to provide asynchronous learning, self-assessment, and tracking newly assigned radiology specialist on-the-job training progress. SonoSim® provides the comprehensive ultrasound training is needed by instructors in an effort to concentrate on hands-on scanning and allows users to learn at their own pace. The estimated value is $97,778.75.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Asheville Chief of Radiology Services has a training requirement for every assigned radiology specialist to receive up to date POCUS Ultrasound Training. The service currently does not have the capability to meet the increased demand for ultrasound services. One unique characteristic of the SonoSim® comprehensive ultrasound platform is that it does not require an ultrasound machine, instructor, or equipment to deliver training. The system comes turnkey, portable, has a built-in ultrasound expert for image acquisition and image interpretation support. The POCUS training introductory package is designed for acute care practitioners wanting to develop a solid foundation in point-of-care ultrasound. This system contains (5) ultrasound training modules covering ultrasound physics, fundamentals, clinical ultrasound applications for cardiology, Extended Focused Assessment with Sonography in Trauma protocol, pulmonary clinical ultrasound and the Rapid Ultrasound for Shock and Hypotension protocols are included. Any substitute for the SonoSim® POCUS Ultrasound Training would delay the services efforts with providing ultrasound capabilities for our veterans.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted by querying NAICS website using 611430 (Professional and Management Development Training) and PSC/FSC U099 (Education/Training—Other) were used to determine if codes were suitable for this procurement. VA VIP Database search conducted on 10-18-2022 using NAICS 611430 with keywords “SonoSim® Point-Of-Care Ultrasound (POCUS) Ultrasound Training” produced (870) potential SDVOSB vendors.
FPDS produced no procurement history. Mandatory sources of supply were checked, each had no results. A Request for Quote (Sources Sought) was published on Sam.gov from 10-18- 2022 to 10-24-2022 and resulted in no VIP verified SDVOSB vendors. RFI communications with SonoSim, Inc. (SMALL (OEM)) indicated that they are the sole source and have no https://www.acquisition.gov/?q=/browse/far/13
