About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for an emergency repair project at the Overton Brooks VA Medical Center in Shreveport, LA. The procurement is a one-time, firm-fixed price requirement to repair a 6" ductile pipe and replace four underground fire suppression isolation valves that are currently non-operable, compromising the facility's fire safety capabilities. The project involves extensive underground utility work, including hydro-vac excavation, utility locates, concrete repair, and site restoration, with a 20-day performance period.
The contract will be sole-sourced to Utility Systems Solutions (US2), a Service-Disabled Veteran-Owned Small Business (SDVOSB) that was already working on-site. Market research identified 2,217 potential SDVOSB contractors, but due to the urgent nature of the repair and potential catastrophic impacts to the facility, only US2 was selected after providing an immediate quote. The procurement is justified under the "Unusual and Compelling Urgency" statutory authority, with the agency determining the pricing to be fair and reasonable based on comparison to independent government cost estimates and similar procurements documented in the Federal Procurement Data System.

DEPARTMENT OF VETERANS AFFAIRS
Justification and Approval (J&A) For
Other Than Full and Open Competition (>SAT)
Acquisition Plan Action ID: 36C256-25-AP-2879
1. Contracting Activity:
Network Contracting Office (NCO) 16 Department of Veterans Affairs, VISN 16, Overton Brooks VA Medical Center, Shreveport, LA 71101
2237# 667-25-3-1480-0005
2. Nature and/or Description of the Action Being Processed:
This procurement is a new, one-time, firm-fixed price emergency requirement to repair a 6” ductile pipe and fitting and replace four underground fire suppression isolation valves for the Overton Brooks VA Medical Center, Shreveport, LA 71101. Due an unexpected break on a 6” ductile pipe, the leaking pipe must be replaced with a new fitting to connect the pipe. All four underground fire suppression isolation valves are non-operable and preventing the fire loop from being capable of back feeding in event of a rupture.
3. Description of Supplies/Services Required to Meet the Agency’s Needs:
The 6” ductile pipe must be repaired between Building 4 and Building 16. One isolation valve is located on the grassy knoll connection for fire loop near building 4. The replacement and repair within this may require hydro-vac removal of earthwork due to nearby utility such as gas, electrical, and water. Concrete repair will be need and flaggers to help direct car and pedestrian traffic.
The second and third isolation valve is behind Building 6. These two valves are near a hillside, roadway, trees, possible abandon gas line and other utilities. As shown in drawings, one valve appears to be a post indicator and the other underground. Contractor to replace both valves and restore site back to existing condition.
The fourth isolation valve is near the underground water storage tanks. This valve appears to be several feet deeper than the other valves. This will require proper setbacks, excavation and possibly trench box.
Contractor must provide all the necessary labor, material, tools and equipment necessary to make the repair and replace the fitting(s), in ground valve(s), piping, and/or other joints with similar material and as approved by VA specifications.
All holes may require shoring due to the limited width available between buildings.
Contractor must perform utility locates, ground penetrating radar, and other essential

Acquisition ID#: 36C256-25-AP-2879 recommended to prevent unforeseen site conditions from occurring. Contractor must backfill holes, replace sod, replace concrete to restore the area back to existing condition. Contractor must perform work during and after normal business hours to prevent disruption to hospital patient care. All work shall meet local, state, fire and plumbing codes.
Performance period for this project is 20 days.
Costs for above work is estimated as follows:
Inclusions & Clarifications
1. Utility locates (GPRS) in construction area prior to digging.
2. Temporary barricades and signage to isolate construction area.
3. Remove sidewalk and debris at leak location identified by VA.
4. Excavate location of leak at sidewalk near engineering building. Excavation depth of up to 48”. Hydro vac excavation included, as needed, around leak location and utilities.
5. Haul-off of excavated spoils and demolished concrete.
6. Repair 6” leak and four underground fire suppression isolation valves.
7. Backfill dirt and compaction
8. Restore demolished section of concrete sidewalk
9. All travel, labor, supervision required for project performance.
10. Work to be completed during normal working hours. Overtime work not include.
11. Location of the leak has been identified by the VA at the #2 keynote in the provided drawing. Should this location change after excavation, the work will require additional costs.
12. Tax Exempt
13. All work will be done as a service. No engineering, delegated design, or stamped documents are included.
14. No repairs to domestic water, gas or other utilities included.
15. No special pipe coatings or wrap included.
ESTIMATED BASE PRICE: $
4. Statutory Authority Permitting Other than Full and Open Competition:
( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by FAR 6.302-1;
(X) (2) Unusual and Compelling Urgency per 41 USC §3304(a)(2) as implemented by FAR 6.302-2;

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
On May 1, 2025, notification was made to the undersigned regarding the emergency fire main ductile pipe repair and isolation valve replacement for the Overton Brooks VA Medical Center located in Shreveport, LA.
The Overton Brooks VA Medical Center required immediate fire main repair and isolation valve replacement. The facility is not able to maintain appropriate fire safety as a resul to fhte leak and the underground fire suppression isolation valves being inoperable and preventing the fire loop from being capable of back feeding in the event of a rupture. This leak is contributing to another emergency procurement for a hill sloughing off requiring shoring and permanent retaining wall system.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
Two Service Disabled Veteran Owned Small Businesses (SDVOSB) that were working other projects on site were asked to do a site visit and to provide a quote by the Engineering Chief.
One of two SDVOSBs (Utility Systems Solutions, US2) provided communication they were interested in submitting a quote. The second contractor did not return communication and/or quote for the action.
Market research with SBA VetCert demonstrates 2,217 SDVOSB certified with NAICS 238220 with potential capabilities to perform this work. However, due to the catastrophic detriments this requirement will be sole sourced to Utility Systems Solutions (US2), an SBA certified SDVOSB, currently on site for other projects.
The Federal Procumrent Data System (FPDS) was reviewed to determine similar chiller repairs and there is a mix of sole source to the Large Businesses for emergent actions and with appropriate time to perform regular maintenance repairs, there were SDVOSB available to perform.
Per FAR 5.202, the Contracting Officer need not submit the notice required by 5.201 when (FAR 5.202(a)(2), The proposed contract action is made under the conditions described in 6.302-2 and the Government would be seriously injured if the agency complies with the time periods specified in 5.203. Due to the unusual and compelling urgency of this action, the action will not be synopsized.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
The CO determined pricing was fair and reasonable at the time of the emergency repair service based on comparison to the IGCE and similar procurements performed as documented in FPDS.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
Limited market research was performed using SBA VetCert for SDVOSB using NAICS 238220, and with FPDS. However, due to unusual, emergent, and compelling urgency for the fire main repair and
