VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Current Date: 05/2022
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C246-22-AP-2829
1. Contracting Activity: Department of Veterans Affairs, NCO 6, Hampton VA Medical Center.
Purchase Request# 590-22-2-985-0246. (Hampton VAMC)
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Hampton VA Medical Center Surgical Department Operating Room (OR) has a brand name request for (12) STERIS Vividimage (D) 27 inch High Definition (HD) Surgical Displays with installation and support services. The intended purpose of these surgical displays is to provide surgeons with the color, clarity and crispness needed to support intricate, visually intensive surgical procedures. The Vividimage (D) is a surgical-grade monitor with a vent-free design that reduces cross-contamination at the surgical site, while providing a durable impact shield designed to protect surrounding technology. The estimated value is $84,897.60.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Hampton Surgeons has a requirement to replace the existing surgical displays that no longer have warranty protection and past the intended life cycle. STERIS Vividimage (D) 27 inch High Definition (HD) Surgical Displays provide the greatest level of protection when performing surgical services for our veterans. The STERIS Vividimage (D) provides the OR with a system of vents to contain and/or disperse contaminants; they provide superior performance with regard to infection risk and patient safety. STERIS monitors are a VISN wide standard and have been the acceptable monitors approved for use by Biomedical Engineering and Infection Control. One unique characteristic of the Vividimage (D) is it’s true-to-life color, vivid representation, and detail across the monitor color spectrum with bright, vivid visualization without the glare. Demonstrates a conspicuous level of visual detail with no need for alteration. Lastly; this system provide user friendly applications which in turn reduces the need for any additional training. OR staff are currently certified on STERIS apparatuses.
Any substitute for the STERIS Vividimage would cause further delays to OR scheduling efforts and significantly delay care for veterans.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted by querying NAICS website using 334310 (Audio and Video Equipment Manufacturing) and PSC/FSC 5836 (Video Recording and Reproducing Equipment) to determine if codes were suitable for this procurement. VA VIP Database search conducted on 05-16-2022 using NAICS 334310 with keywords “HD VIDEO MONITORS” produced (59) potential SDVOSB vendors. FPDS produced no recent procurement history.
Mandatory sources of supply revealed NAC Contract Number 36F79719D0018, expiration date 3/31/2024 and GSA Contract Number GS-24F-0068N expiration date 06/19/2023. These contracts did not include STERIS Vividimage (D) 27 inch High Definition (HD) Surgical https://www.acquisition.gov/?q=/browse/far/13

Displays. Communications with OEM STERIS Corporation (Large Business) indicated that they have reseller agreement with Buffalo Supply Inc. (Small Business) to perform sales and installation. They are the exclusive distributor for sales of STERIS surgical equipment and supplies to the Federal government. A Request for Quote (Sources Sought) was published from 05-16-2022 to 05-20-2022 and resulted in (1) VIP verified SDVOSB vendor. Buffalo Supply Inc. is the only vendor capable of meeting the customers salient characteristics. VA Rule of Two can’t be met. The BAA is not applicable, domestic product. SBA has issued a Non-Manufacturer Rule class waiver for NAICS 334310 and PSC 5836. The Contracting Officer has determined that only the OEM and reseller is capable of providing the equipment as the best value to the government. The Government intends to solicit open market, unrestricted competition with the lowest price technically acceptable due to the limited availability of HD monitors. Recommend award Firm Fixed Price contract to the vendor who presents the lowest price.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
