About this file

This is a Justification and Approval (J&A) document for a sole source contract award to a Service-Disabled Veteran-Owned Small Business (SDVOSB).

The Department of Veterans Affairs, VA Southern Nevada Health Care System (VASNHCS), seeks to award a Firm Fixed Price contract to LBT Diagnostic Radiation Physics Consulting (located at 2608 Morning Cloud Lane, Las Vegas, NV 89142) for diagnostic radiation physics consulting services under VAAR 819.7008. The contract is valued at $433,800 over five years: $85,200 for the base period (09/01/2026–08/31/2027) and four option years ranging from $85,200 to $88,800 annually. The services include weekly on-site support for radiation safety evaluations, equipment testing across all imaging modalities, compliance with FDA and VHA National Health Physics Program standards, emergency response within two hours, dose calibrator management, sealed-source leak testing, quality assurance program support, contamination surveys, monthly radiation safety training, and formal written inspection reports within 48 hours of each site visit. Personnel assigned must be certified by the American Board of Health Physics (ABHP). The justification cites 41 USC §3304(a)(5) and 38 U.S. Code §8127(c) as statutory authority. Market research identified two SDVOSB firms and one additional VOSB firm expressing interest. The sole source award is justified based on the critical need for contractors capable of responding to emergencies within two hours while ensuring FDA and NHPP compliance and continuity of service. The document includes certifications from the Program Specialist, Contracting Officer, and Acting Branch Chief approving the justification.

A notice of intent (NOI); 36C26126Q0278 was issued on March 6, 2026 through March 20, 2026 stating an intent to sole source to LBT Diagnostic Radiation Physics Consulting, LTD. There was two

(2) responses to the NOI. Contractor, Quality Assurance Services, Inc., stating they are providing the same services for VA Greater Los Angeles Health Care System. Contractor, Tech 62 also stated that they also can perform the services and they are performing the services for radiation physics services across the nation.

Due to the critical need for contractors having to respond to emergencies within two (2) hours and to ensure compliance with the FDA and NHPP, this requirement will be awarded on a sole source basis to LBT for a period of five (5) years consisting of a base plus four (4) option years. This will ensure continuity of service and continued radiation physics services.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:

The Contracting Officer will review and determine if the anticipated price is considered fair and reasonable. FAR Part 12 Open Market Decision Documentation Form shall detail how the Government will determine that the anticipated cost is fair and reasonable. The Small Business Administration’s (SBA) Small Business search was queried using North American Industry Classification System 541690 (Other Scientific and Technical Consulting Services and keywords Diagnostic Radiation. This resulted in two (2) SDVOSB firms. However, due to the need for the services, this requirement will be awarded on a sole source basis to LBT for a period of five (5) years. This will ensure continuity of service compliance with FDA and NHPP regulations and be able to respond to emergencies within the required two (2) hours. At the end of the contract period a competitive acquisition will be solicitated. A search for LBT conducted on the System for Award Management shows this firm has an active SAM registration and no exclusions. LBT has met the eligibility criteria outlined in VAAR 819.7003(DEVIATION), they are certified in SBA’s Small Business Search at https://search.certifications.sba.gov/, and the action is below the $5M threshold.
