About this file
This is a Limited Sources Justification document (FAR Part 8.405-6) for a bridge acquisition by the Department of Veterans Affairs, Network/Program Contracting Office 20, located in Vancouver, Washington, in support of VISN 20 VA Puget Sound Health Care System.
The acquisition addresses the continuation of lease and service for endoscopes, electronic video towers, and accessories required to provide endoscopic services at VA Puget Sound Health Care System. The proposed contractor is Olympus America Inc. (3500 Corporate Parkway, Center Valley, PA 18034), and the order is placed against FSS Contract Number 36F79721D0168. The justification invokes FAR 8.405-6(a)(1)(A), citing an urgent and compelling need: the previous lease expired July 31, 2026, without timely award of a replacement contract, creating risk of surgical and procedural delays that would severely impact patient care. This bridge contract maintains continuity of service until a new contract is awarded. The estimated value is redacted in the document. Pricing for the FSS contract has been determined as fair and reasonable, with prices identical to the previous contract already deemed best value. Limited market research was conducted using the Small Business Administration's dynamic small business search with NAICS code 339112 and keyword "Olympus," yielding no small business vendors with active certifications. Olympus has provided satisfactory performance on previous VA Puget Sound Health Care System orders. The justification was signed by Melodi E. Ballard (Supervisory Administrative Specialist, Seattle VAMC) on August 18, 2026, with certifications from Gregory G. Watson (Contracting Officer, NCO 20) and Krystal Weeks (Branch Chief Medical Equipment, NCO 20).
