About this file

This document provides a justification for a single source award under the simplified acquisition threshold. The Department of Veterans Affairs, Veterans Health Administration, Regional Procurement Office West, Network Contracting Office 20 seeks to procure Stealthmerge stealthstation ENT navigation system software from Medtronic for use at the Puget Sound Healthcare System. The proprietary software integrates CT and MRI imaging to aid surgical navigation within the paranasal sinuses and skull base. Market research found no alternative suppliers through government databases, while a sources sought notice received responses from two authorized Medtronic distributors with pricing approximately 5% higher than Medtronic's quote. The related solicitation will set this requirement aside for service-disabled veteran-owned small businesses given a reasonable expectation of two offers.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C260-23-AP-3505

1. Contracting Activity: Department of Veterans Affairs, Veterans Health Administration, Regional

Procument Office West, Network Contracting Office 20 on behalf of Puget Sound Healthcare System.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Stealthmerge - Stealthstation ENT Navigation System Software: Creates 3D models of anatomy or pathology to assist in creation of pre-opeative pathways and surgical navigation.

ITEM PART NUMBER QUANTITY COST

Stealthmerge Stealthstation ENT Navigation Software

9736155 1

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

In accordance with FAR 13.106-1(b) and VAAR 819.7008 this is a brand name requirement for which there is only one item, and it will be competed between authorized distributors. In addition, the stealthmerge software has the ability to fuse CT imaging with MRI imaging. This in critically important during surgical procedures as it allows the surgeon to better define bone and soft tissue anatomy, provides real-time feedback of anatomy and location within the paranasal sinuses and skull base, and aids in the understanding of the relationship of the tumor pathology with the brain and eyes. CT imaging alone provides only bony anatomy.

The facility currently has the Stealthstation ENT system. The stealthmerge software is proprietary to Medtronic and is the only software compatible with the Stealthstation ENT system.

4. Description of market research conducted and results or statement why it was not conducted:

Government widedatabases of contracts were searched. A search of SCMS, NAC, GSA, and WSNS revealed no results. A search of the VA VIP database revealed 22 SDVOSB vendors potentially capable of supplying this requirement. However, Sources Sought Notice 36C26023Q0741 was posted from 06/21/2023-06/27/2023 revealing 2 authorized distributors. Both responses included courtesy quotes approximately 5% higher than the courtesy quote provided to the requiring facility by the large business, Medtronic.

FPDS was searched to eatablish price reasonableness and revealed awards to Veterans Healthcare Supply Solutions and Medtronics. Pursuant to VAAR 819.7006 it is in the best interest of the Government to set this acquisition aside for SDVOSB as there is a reasonable expectation of receiving offers from 2 or more SDVOSB that are capable of performing the requirement at a fair and reasonable price.
