About this file

This Justification and Approval Notice documents a sole source procurement for a security system upgrade at the Marion VA Medical Center. The Department of Veterans Affairs, Network Contracting Office 15, is awarding a $179,293.00 contract to Siemens Industry Inc. for upgrading and expanding surveillance and detection systems in the Warehouse, Mailroom, and Pharmacy Cache areas. The procurement is justified because Siemens is the current Systems Administrator for Access Control and Video Systems at the facility, and their proprietary SiPass and SiVeillence platforms are specifically engineered for this medical center's security infrastructure.

The contract, awarded under FAR 13.5 Simplified Procedures, is a one-time purchase scheduled for 05-30-2025. Extensive market research was conducted, including searches in Vet Cert, contract directories, and GSA resources, which confirmed Siemens as the sole viable vendor. The upgrade will include new high-resolution cameras and additional interior and exterior surveillance points, with all hardware components connecting to the existing security software. Siemens emphasizes that only their factory-trained specialists can program these systems without risking catastrophic failure or voiding existing warranties and maintenance agreements.

Acquisition Plan Action ID: 36C255-25-AP-1391

1. Contracting Activity: Department of Veterans Affairs, NCO 15, Marion VA Health Care System

2237#: 657-25-3-2828-0046

Proposed Contractor:

Siemens Technology, Inc 11612 Lilburn Park Road St. Louis MO, 63146 Craig Edmister / craiq.edmister@siemens.com Phone: {314} 280-6175

2. Brief Description of Supplies/Services required and the intended use/Estimated Amount: NCO 15 intends to place a sole source purchase order with Siemens Industry Inc. for a firm-fixed price {FFP) purchase order for security inthe Warehouse, Mai/room, and Pharmacy Cache by upgrading and expanding their surveillance and detection systems. This is an upgrade of equipment intended to mirror current equipment used with the Physical Access Control System {PACS} at Marion VAHCS to maintain uniformity The estimated of the proposed action is $180,417.00 for a one-time purchase (includes installation).

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Siemens Industry Inc. is currently under contract with the Marion VA Medical Center in Marion, Illinois as the Systems Administrator for the Access Control and Video Systems, OR Security Cameras, and Honor Annex. This requirement includes an upgrade to the security cameras that were engineered specifically for the Medical Center and installed by Siemens Industry Inc. several years ago with new high-resolution cameras and adding additional cameras within the interior and exterior of the building. This system ensures continuous surveillance and improved monitoring capabilities to enhance patient safety and security. All hardware components will be connected to the security software currently used. Siemens is the sole proprietor and distributor of these platforms used in the system. Siemens is the only company that will be able to access and program the cameras and software. It is imperative that only factory trained specialist program and alter these systems. Failure to do so can put the system in risk of catastrophic failure. Siemens extended warranties and existing maintenance agreement would be voided byhaving another outside contractor preform work on these systems.

4. Description ofmarketresearch conducted and results or statement why it was not conducted: A

Search in Vet Cert using NA/CS561621resulted in1,294possible vendors. There is NO way to narrow down the search. A search in contract directory using keyword(s): siemens security system; vehicle types:

These actions were all through Siemens business names. A search in GSA elibrary using keyword(s) Siemen Security System, Category 334290- Security and Detection Systems includes a vendor list of 190 possible vendors. A search is SBA DSBS using keyword(s) siemens security system, business size:

Veteran owned, and NAICS code 561621 resulted in zero {0} possible vendors.

I sent an inquiry to Craig Edmister, aSiemens Industry, Inc. representative, March 11, 2025 stating "Can you please provide me with a signed proprietary letter for Quote 8907633? I also need to know if the pricing has changed for Quote 8907633 as the quote is dated July 8, 2024. Can the items shown on this quote be purchased through an order against GSA contract GS-S-07F-217CA? I have attached the quote to the quote referenced above. Please get back to me as soon as possible." to see if all items necessary for this job are offered on the Siemens Industry, Inc. GSA contract. Mr.

Edmister sent me the updated quote on March14, 2025 stating, "Here is the quote in GSA format.", the pricing was lower than the original quote. I asked Mr. Edmister March 25, 2025 "Is this, the quote in GSA format, the quoted amount you want me to use? If not, the previous quote is outdated." Mr.

Edmister responded "The GSA quote is fine. It makes adjustments that I was notaware of, so we're good with that one." on March 25, 2025.

According to the Proprietary Letter dated 3/11/2025 from Craig Edmister, Siemens employee, SiPass and SiVeillence are proprietary platforms for the PACS and SSTV installed at Marion VA.

Siemens is the sole proprietor and distributor of theseplatforms. These twoplatforms are networked together in a integrated system. Siemens is the only company that will be able to access and program these systems. Because of the complexity of this system, Siemens needs to provide the installation to insure uptime and operation of the system. Additionally, to maintain security network of the access control when power is lost, the system needs to have a backup of previous software state and communication confirmation, after work iscompleted. It is imperative that onlyfactory trained specialist program and alter these systems. Failure to do so can put the system in risk of catastrophic failure.

Upgrade and addition to current Security System for this requirement will tie into the current system being used at the Marion VAMC. The current system is a Siemens system that uses exclusive licensing agreements which are proprietary to Siemens Industry Inc. "Siemens" and cannot be manipulated or altered by third parties without voiding the warranty the currently installed system it will tie into. Therefore, this requirement cannot be purchased through an open market solicitation and must be sole sourced to Siemens Industry Inc. "Siemens" (Large Business).

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1{b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
